ALCONDOMS Cameroon is recruiting a Case Manager for the EpiC project

ALCONDOMS Cameroon, association for the reduction of risks related to drug use among sexual minorities, non-profit, apolitical and governed by Law No. 90/053 of 19 December 1990 on freedom of association in Cameroon, launches a call for applications for the position of Case Manager within the framework of the EpiC Cameroon project. The incumbent of the position will be based in the Moungo, specifically in the districts of Loum, Manjo, Melong and Nkongsambaand will work under the direct supervision of the Project Coordinator.

Context of the project

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS). It provides strategic technical assistance and direct service delivery to achieve control of the HIV epidemic among all at-risk populations, strengthen global health security (GHS) including outbreak response, expand TB detection and treatment, improve maternal and child health (MCH), combat malaria, and promote health system strengthening (HSS), including supply chain management.

In Cameroon, EpiC will support the continuation and expansion of vital HIV prevention, treatment, care and support services, building on the foundational work of previous PEPFAR-funded initiatives. Emphasis will be placed on strengthening community-led platforms and integrating them with systems based in health facilities, to increase access to quality HIV services for the general population at high risk. The programme will help fill the gaps mainly in HIV testing (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon, including the Ministry of Public Health and the National AIDS Control Committee, PEPFAR’s clinical partners, the Global Fund and local community-based organizations will be essential to ensure the delivery of high quality, evidence-based interventions for case detection, family-centred when needed and population-specific.

The association advocates for the respect of the human rights of sex workers (TDS), for the rights to access medical services, information and education, for the fight against all forms of discrimination based on religion, sexual orientation, work and gender identity, as well as to be the reference for children in difficulty, consolidate and develop projects that meet the needs of families, participate in the change of mindsets and foster partnership.

ALCONDOMS will implement the EpiC Cameroon project, led by FHI 360, in the Littoral region and in the health districts of Cameroon. Bonassama, Loum, Manjo, Mbanga, Njombe/Penja, Melong and Nkongsamba. It is in this context that she seeks a case manager to occupy the position of case manager in the districts of Loum, Melong, Nkongsamba and Manjo.

Responsibilities of the position

The Case Manager will provide support to HTS providers in the implementation of the work plan and accompany them to review progress, discuss challenges and solutions. It will participate in the dissemination of tools, materials, work plans and progress reports for the project.

It will work closely with HTS Providers and Peer Navigators to ensure that activities are implemented in accordance with Standard Operating Procedures (SOPs) and the Work Plan. It will ensure the registration and validation of data, as well as the validation of handshake data in FOSA.

The incumbent will coordinate closely with the M&E team (Monitoring and Evaluation) and promote the use of data for decision-making. It will respond to requests and questions from internal and external staff, conduct an analysis of project implementation to identify areas for improvement and propose appropriate strategies and guidelines, and implement refresher training as well as capacity building interventions.

Candidate profile

The applicant must hold a bachelor's degree in health sciences. A certificate in the 3-test HIV testing algorithm is an additional asset.

Required experience

A minimum of 3 years experience is required in the technical implementation of public health programs related to PEPFAR or HIV. The applicant must also have documented experience in HIV testing, liaison, care, treatment and support in the provision of HIV/AIDS services, be culturally sensitive and understand socio-political nuances in the operational environment, and have demonstrated experience in navigation and community engagement.
