The NGO EFA Cameroon recruits a Monitoring, Accountability and Learning Manager (MEAL)

The NGO EFA Cameroon is recruiting an Head of Monitoring and Evaluation, Accountability and Learning (MEAL) to strengthen the management of its interventions in the Far North region.

Presentation of the organization

EFA Cameroon is a national NGO committed since 2014 to humanitarian assistance and community development. Her focus areas include food security, livelihoods, WASH, nutrition, community health, cash transfers and economic empowerment of vulnerable populations. Supported by several technical and financial partners, the organization conducts humanitarian operations in the Far North region for the benefit of displaced persons, refugees, returnees and vulnerable host communities. In order to ensure the reliability of statistics, the monitoring of indicators, transparency vis-à-vis beneficiaries and the capitalization of lessons learned from all its programs, EFA Cameroon is looking for an External MEAL Manager.

Overall objective of the position

The incumbent will be responsible for designing, deploying and managing the evaluation, monitoring, accountability and learning system of EFA Cameroon interventions in the four departments concerned. Its action aims to produce reliable and up-to-date data, inform decision making, ensure accountability to donors and populations, while consolidating the quality of achievements.

Responsibilities

Planning and monitoring: develop MEAL plans and evaluation tools (indicator tables, logical frameworks) in consultation with project managers. Set up data collection media (ODK/Kobo forms, attendance lists) according to donor standards. Establish the timing of data collection and consolidation by area and type of activity.

Data quality and analysis: supervise the collection of information by field officers and community relays, while ensuring their training. Establish quality control mechanisms (field missions, audits, triangulation of data) and centralize the results. Analyze statistics, track target achievement and alert project managers in the event of a gap. Conduct the necessary surveys (post-distribution monitoring, baseline and satisfaction surveys).

Accountability to beneficiaries: Establish and maintain a functional complaints and feedback management system for all projects. Promote the active participation of target populations, in particular women, girls and persons with disabilities. Ensure the strict application of protection measures against sexual exploitation and abuse (PSEA).

Learning, capitalization and reporting: draft monthly monitoring reports and contribute to the writing of narrative reports for donors in accordance with deadlines. Organize learning workshops to identify good practices and lessons learned. Keep and archive tracking documents ensuring absolute confidentiality of data.

Main duties

Coordination and capacity-building: represent the MEAL component to donors and partners at coordination meetings. Support the strengthening of the skills of internal teams on data collection and accountability. Carry out regular field monitoring missions in strict compliance with EFA Cameroon safety instructions.

Candidate profile

Education level: hold a BAC-type higher education diploma+3 or BAC+5 (Bachelor or Master) in statistics, public health, social sciences, development or similar.

Professional experience: have at least three years of practice in a MEAL or monitoring and evaluation position within a development or humanitarian NGO. Expertise in programs related to WASH, food security, nutrition or livelihoods is highly recommended. Having a good knowledge of the Far North, knowing how to evolve in a precarious security context and having already collaborated with international donors are real assets.

Skills and aptitudes: master smartphone input software (ODK/Kobo) as well as advanced features of Excel. The use of analysis tools (STATA, SPSS) or visualization (Power BI) is a plus. Demonstrate excellent analytical, synthesis and documentary writing skills. Êbe able to manage a team, manage multiple projects simultaneously and work under pressure. Enjoy a good physical condition to face trips on difficult tracks.

Languages: perfect command of French required; understanding English is appreciated.
