Responsibilities
The Faith and Community Initiative (FCI) project in Madagascar is a multi-sectoral health initiative aimed at improving the health and nutritional well-being of vulnerable populations by expanding access to cost-effective, high-quality and integrated health services. The project implements coordinated interventions in the areas of HIV, maternal and child health, nutrition, community engagement and health system strengthening, building the capacity of community health workers and health facilities, and building on faith-based and community structures. The CFI focuses U.S. government assistance on strengthening community networks and front-line health professionals; coordinating and integrating existing services, both faith-based and community-based, into public health systems; and supporting a clear and time-bound transition of project interventions, capacities, systems, and responsibilities to national and subnational actors. The project is being implemented in targeted regions and districts of Madagascar, in accordance with the approved project document. Its geographical coverage, targets and implementation modalities can be refined in consultation with the donor and the national and regional authorities concerned. Under the supervision of the Program Director, the Technical Director is the Senior Technical Officer at FCI Madagascar and provides strategic and technical direction for the adaptation and implementation of integrated interventions in HIV, TB, malaria, maternal, newborn and child health (MNCH) and nutrition. The Technical Director leads the adaptation and implementation of FCI’s hub-and-spoke model based on Madagascar’s epidemiological profile, health system, geography, faith-based health infrastructure and community structures, and ensures that project approaches strengthen existing national systems rather than duplicate them. The incumbent works closely with the Ministry of Public Health, national and regional health authorities, faith-based health networks, health facilities, community health workers, religious and community leaders, civil society organizations, consortium partners and other stakeholders to ensure technical quality, integration, performance, sustainability and progressive transfer of responsibilities to Malagasy institutions. During the project’s launch, co-creation, start-up, implementation and transition phases, the Technical Director will lead the selection and preparation of centres and antennas, the design of integrated service offerings, guidance and reorientation systems, structural and community strengthening, technical capacity development, continuous quality improvement, as well as the use of data and lessons learned to refine implementation. The Technical Director will ensure that technical interventions are evidence-based, feasible, cost-effective, adapted to the local context, consistent with national policies and standards, and designed to be supported in the long term by government, faith networks, health facilities and other Malagasy institutions.
