Responsabilités

International Justice Mission (IJM) seeks a dedicated professional to advance its mission of combating human trafficking, modern slavery, and other forms of violence by securing justice for victims through collaborative efforts with local authorities. The ideal candidate will possess a bachelor’s degree in law, criminal justice, international relations, or a related field, along with at least two years of experience in human rights, law enforcement, or advocacy. Fluency in English is required, while proficiency in other languages is highly advantageous. The Need For nearly three decades, IJM has led transformative efforts to shield vulnerable individuals from violence. With a bold mission to safeguard 500 million people worldwide from violence by 2030, we are now seeking a Program Measurement Specialist to join our team in Kampala. The MERL Specialist plays a pivotal role in designing, executing, and managing comprehensive monitoring, evaluation, research, and learning frameworks that enhance strategic decision-making and assess program efficacy. This position involves assessing program outcomes, providing expert guidance on data-driven enhancements, and fostering a culture of continuous learning and accountability among varied stakeholders. Additionally, the Specialist identifies emerging trends to ensure the seamless integration of evidence-based approaches into initiatives aimed at strengthening justice systems. Oversee a range of critical duties including developing and executing strategic initiatives, managing cross-functional teams, and ensuring alignment with organizational objectives. Lead project planning, execution, and monitoring to achieve defined milestones and deliverables within specified timelines. Collaborate with stakeholders at all levels to gather requirements, provide updates, and address concerns, fostering transparent communication channels. Monitor performance metrics and KPIs to assess progress, identify areas for improvement, and implement corrective actions as needed. Maintain compliance with company policies, industry regulations, and best practices to uphold operational integrity and risk management standards. Additionally, mentor team members, foster professional growth, and cultivate a high-performance culture through continuous feedback and coaching. Assess program outcomes in comparison to established strategic frameworks, thereby gauging effectiveness and guiding adaptive management strategies. Guide internal teams and partners in implementing standardized Monitoring, Evaluation, Reflection, and Learning (MERL) tools, indicators, and methodologies to ensure consistent data collection and analysis across all initiatives. Conduct thorough research and perform detailed data analysis to uncover key trends, produce meaningful insights, and propose strategic improvements for enhancing program delivery.

Responsible for supervising the execution of MERL strategies, maintaining data integrity, adherence to established policies, and the prompt delivery of reports to stakeholders. Provide expert counsel to leadership and partners, leveraging evidence-based approaches, and facilitate structured learning sessions to foster ongoing enhancement and collaborative knowledge exchange. Seeking a detail-oriented individual with a minimum of three years of experience in financial analysis or a related field. Proficiency in Microsoft Excel and financial modeling is essential, along with strong analytical and problem-solving skills. Excellent communication abilities, both written and verbal, are required to present complex information clearly. The ideal candidate should hold a Bachelor’s degree in Finance, Accounting, Economics, or a related discipline. Prior experience with ERP systems, such as SAP or Oracle, is a plus. The role demands the ability to work under tight deadlines while maintaining accuracy and attention to detail. Proven track record in developing and executing MERL frameworks that empower data-driven decision-making, enhance program assessment, and drive iterative improvements. Proficient in analyzing intricate data sets, evaluating key trends, and deriving meaningful conclusions, with a strong aptitude for effectively conveying strategic recommendations to stakeholders across various levels. Skilled in both qualitative and quantitative research methods, with expertise in designing data collection instruments, adhering to ethical standards, and leveraging statistical analysis tools such as SPSS, R, State, and Power BI. Demonstrated expertise in stakeholder engagement and advisory roles, with a track record of effectively guiding internal teams, partners, and external consultants through MERL processes and capacity-building initiatives. Effective communication and organizational capabilities are essential, enabling the oversight of reporting systems, the maintenance of learning cultures, and the coordination of collaborative learning and evaluation initiatives. We are seeking candidates with a strong academic background and relevant professional experience in the field. Applicants should possess a minimum of a bachelor’s degree in a related discipline, with advanced degrees or certifications strongly preferred for certain roles. Prior to work experience in [specific industry or field] is essential, with a focus on [X] years in a similar capacity. Proven ability to foster and maintain collaborative partnerships with colleagues across diverse organizational and cultural backgrounds Desired qualifications include prior involvement in reporting, documentation, and publication within the NGO or humanitarian sector. Proficiency in engaging and collaborating with major donors, including entities such as the United Nations, USAID, PEPFAR, the European Union, and various foundations, is a critical requirement for this role. Proficient in applying Monitoring, Evaluation, Research, and Learning (MERL) methodologies for development programs, encompassing both quantitative and qualitative techniques.

  • Knowledge of the operations within both formal and informal justice systems, including justice service providers. Prior involvement with justice service providers in Uganda are considered advantageous. Critical qualities include a proven track record in project management, with at least five years of relevant experience in a leadership role. The ideal candidate will demonstrate exceptional organizational skills, a keen eye for detail, and the ability to prioritize tasks effectively under tight deadlines. Strong communication and interpersonal abilities are essential to collaborate with cross-functional teams and stakeholders. Familiarity with industry-standard software and tools, along with a commitment to continuous learning, is required. Additionally, the position demands adaptability to evolving business needs and a proactive approach to problem-solving. A bachelor’s degree in a related field is preferred, though equivalent professional experience may be considered.
