Human Capital Officer (INF 5) Employment Type: Permanent & Pensionable Location: Lusaka Province Closing Date: August 05, 2026 Job Description The Human Capital Officer plays a pivotal role in enhancing the efficiency and effectiveness of the organization’s Human Capital (HR) operations. This position is dedicated to optimizing workforce potential by overseeing talent acquisition, fostering employee relations, managing performance evaluations, coordinating training and development initiatives, and ensuring adherence to labor regulations. The successful candidate will serve as a liaison between leadership and staff, cultivating a workplace culture that is collaborative, high-performing, and inclusive. Key Responsibilities Talent Acquisition &Onboarding The role involves supporting the recruitment process by creating job postings, publishing vacancy announcements, reviewing candidate resumes, and coordinating interview schedules. Perform preliminary HR interviews and facilitate the completion of background checks and reference verifications. Coordinate the onboarding of new employees, facilitating their access to essential training, requisite tools, and a smooth assimilation into the organization’s values and practices. Employee Relations &Engagement Act as the main liaison for employee inquiries concerning organizational policies, operational procedures, and benefit-related matters. Foster a positive work environment by implementing employee engagement programs, conducting feedback surveys, and organizing team-building events. You will aid in addressing minor workplace disputes and employee grievances with fairness and confidentiality. Performance Management Facilitate the execution and ongoing evaluation of the yearly performance appraisal process. Offer expert advice and support to employees and line managers regarding the establishment of objectives and key performance indicators (KPIs). Maintain precise documentation of performance evaluations and individual development strategies. Training & Development Conduct thorough analyses of departmental training requirements by engaging in consultative discussions with managers and reviewing performance metrics. Deliver and oversee internal and external training sessions, workshops, and professional development initiatives to enhance employee skills and organizational capabilities. Monitor expenditures allocated to training initiatives and assess the impact of such programs. HR Administration &Compliance “Ensure that all employee records—both digital and physical—are kept current and strictly confidential.” Ensure adherence to all applicable local labor laws, health and safety regulations, and internal organizational policies. Assist with compiling and presenting monthly HR metrics, reports, and relevant data for payroll processing, including leave and attendance records. Disciplinary Matters Offer strategic direction to staff regarding disciplinary protocols and adherence to labor legislation, with the aim of reinforcing compliance and mitigating the risk of industrial disputes within the organization. Maintaindisciplinary records and reports Employee separations Conduct exit interviews with departing employees and deliver pertinent feedback to the company. Serves as a liaison between various departments and units, facilitating the return of all company property by departing employees as necessary. Staff Wellness Facilitate employee well-being by implementing structured fitness initiatives to enhance overall health and wellness. To facilitate seamless access to medical facilities, oversee the administration of employees’ medical scheme arrangements. Minimum Qualifications Full Grade 12 Certificate A bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or an equivalent field is required. Professional Rewriting: Affiliate of the Zambia Institute of Human Resources Management Key Competencies and Skills Proficient knowledge of regional employment legislation, regulatory compliance requirements, and established HR standards and guidelines is essential. Analytical,innovative and problem-solving skills; Excellentrelationship building skills; Proven expertise in data analysis and the application of analytical tools is essential. Exceptional interpersonal skills are essential, including strong communication abilities, active listening, and the capacity to establish trust among colleagues at all organizational levels. Problem-Solving: Demonstrates exceptional conflict resolution abilities, adeptly navigating sensitive situations with tact and emotional intelligence. Demonstrated exceptional time-management abilities, evidenced by a strong history of successfully handling multiple tasks and meeting stringent deadlines. Possesses demonstrated technical proficiency in Human Resources Information Systems (HRIS), including Sage300 People and Applicant Tracking Systems (ATS), as well as standard office software such as Microsoft Office Suite and Google Workspace. Years of Experience Required Professional Rewriting: Candidates must possess a minimum of three years of hands-on experience in a related field.
