JOB TITLE: Paragraph: The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is responsible for overseeing the design, implementation, and assessment of program monitoring, evaluation, and learning frameworks to ensure accountability, effectiveness, and impact. This role entails developing and managing MEAL systems, collecting and analyzing data, and generating actionable insights to inform decision-making and strategic adjustments. Additionally, the officer will ensure compliance with donor reporting requirements, conduct regular assessments, and facilitate learning initiatives to enhance program quality and outcomes. Strong analytical, technical, and communication skills are essential, as is experience in developing MEAL plans, tools, and methodologies in line with international standards. Since establishing its presence in Zambia in 1983, Save the Children has been executing impactful programs spanning Child Rights Governance, Health and Nutrition, Child Protection, Education, Child Poverty, and Humanitarian Response. Save the Children, in collaboration with VÄyu Global Health and the Ministry of Health (MOH), and with financial support from The Church of Jesus Christ of Latter-day Saints Charities (LDSC), will initiate the implementation of the Providing Enhanced Medical Care for Premature and Ill Newborns in Zambia The initiative seeks to lower neonatal mortality rates at healthcare facilities by enhancing respiratory care through the adoption of bubble Continuous Positive Airway Pressure (BiPAP), optimizing referral and transfer mechanisms for critically ill newborns, and building the competencies of healthcare staff across Lusaka, Central, and Southern Provinces. Implementation will take place in ten public health facilities at the district level, all of which offer maternity services and operate 24-hour inpatient newborn care units. The intervention will elevate the standard of care for small and sick newborns by integrating evidence-based clinical practices, reinforcing health systems, fostering capacity development, providing mentorship, implementing quality improvement initiatives, and ensuring the sustainable incorporation of BiPAP services into routine newborn care protocols. ROLE PURPOSE: The MEAL Officer will deliver technical guidance and operational assistance in data management, utilization, and reporting processes. To enhance the quality of care provided to small and sick newborns in Zambia project Based in Lusaka, as well as Southern and Central Provinces, the incumbent will spearhead the development and execution of a robust monitoring, evaluation, accountability, and learning framework for the project, working in close collaboration with the programs team and key partners. This role entails overseeing all aspects of data collection, ensuring rigorous data cleaning and verification processes, and compiling comprehensive reports for both internal and external stakeholders. The position requires close coordination with technical staff to maintain high-quality systems that support adaptive management and data-driven program decisions. Furthermore, the individual will be responsible for transforming data into insightful presentations and analyses to meet reporting obligations and enhance stakeholder understanding. Additional duties include conducting capacity-building initiatives for program and partner staff, leading strategic and annual planning efforts, generating internal reports, and producing evidence-based insights to inform decision-making. SCOPE OF ROLE: Reports to: BCPAP Project Manager. Dimensions: This position is responsible for producing robust, validated program results that align with organizational needs and specifications. The incumbent will collaborate with Ministry of Health personnel at various levelsâincluding health facilities, districts, and provincesâas well as engage with the country officeâs SCI Program Development & Quality team, Operations team, advocacy colleagues, and external technical partners. Additionally, the role will participate in internal technical working groups and relevant communities of practice as required.
