Save the Children, in collaboration with Vāyu Global Health and the Ministry of Health (MOH), and with financial support from The Church of Jesus Christ of Latter-day Saints Charities (LDSC), will launch an initiative aimed at Enhancing Healthcare Services for Premature and Ill Newborns in Zambia The initiative seeks to lower neonatal mortality rates at healthcare facilities by enhancing respiratory care for newborns through the adoption of bubble Continuous Positive Airway Pressure (BiPAP) technology, optimizing referral and transfer systems for critically ill infants, and elevating the competencies of healthcare staff in Lusaka, Central, and Southern Provinces. Implementation will occur across ten district-level public health facilities equipped with 24-hour inpatient newborn care units. The program will bolster the quality of care for small and sick newborns by incorporating evidence-based clinical protocols, fortifying health systems, providing targeted training and mentorship, implementing quality improvement measures, and ensuring the sustainable integration of BiPAP services into standard newborn care practices. ROLE PURPOSE: The MEAL Officer will deliver technical guidance and operational assistance in MEAL data management, utilization, and reporting processes. Enhanced Care for Premature and Ill Newborns in Zambia project Based in Lusaka, Southern, and Central Provinces, the incumbent will spearhead the establishment and execution of a robust monitoring, evaluation, accountability, and learning framework for the project in collaboration with the programs team and external partners. This role encompasses overseeing data collection processes, ensuring data integrity through rigorous cleaning and verification, and compiling comprehensive reports for both internal and external stakeholders. Close coordination with technical staff will be essential to maintain high-quality systems that facilitate adaptive management and evidence-based program development. Furthermore, the position involves transforming data into insightful presentations to meet reporting obligations and enhance stakeholder engagement and learning. Additional responsibilities include conducting capacity-building initiatives for program and partner staff, contributing to strategic and annual planning efforts, producing internal reports, and generating actionable evidence to inform decision-making. SCOPE OF ROLE: Reports to: BCPAP Project Manager. Dimensions: This position is tasked with producing robust, reliable, and validated program results that meet specified organizational needs and requirements. Additionally, the incumbent will collaborate with Ministry of Health personnel at health facilities, district, and provincial levels, as well as with the country office’s SCI Program Development & Quality, Operations, advocacy teams, and external technical partners. The role will also involve participation in internal technical working groups and relevant communities of practice as required. Individuals reporting directly to this position will be responsible for executing various operational tasks, collaborating with cross-functional teams, and ensuring adherence to established procedures. Key duties include providing regular updates to senior management, identifying process improvements, and supporting team members in achieving performance targets. The role requires strong analytical abilities, proficiency in data management tools, and excellent communication skills to convey complex information clearly.
