The République Central African Republic continues to face significant humanitarian, protection and recovery needs resulting from years of conflict, displacement and limited access to basic services. NRC has been present in CAR since 2014 and continues to implement its programs through a small but strategic presence.
Education / Qualifications
Key programmatic sectors that will be strengthened over the next period include Information, Council and Legal Assistance (ICLA), Education, Shelters and Water, Hygiene and Sanitation (WASH), as well as Protection from Violence (PfV).
The ICLA program is at the heart of NRC’s work in CAR. It aims to strengthen the legal protection of internally displaced persons, returnees or those affected by crises, by facilitating their access to housing, land and property (LTP) rights, legal identity, while supporting the prevention and peaceful resolution of land conflicts. In CAR, these issues are particularly critical due to the complexity of land systems, weak tenure security mechanisms, the risk of forced evictions and the lack of legal recognition of essential documents. In this context, NRC plays a leading role as Lead in the Housing, Land and Property (LTP) Working Group, coordinated within the new SLSC Cluster. NRC is also playing a key role in the process of revitalizing the national civil registration coordination platform in CAR.
Responsibilities
In the context of the RCA transition–Cameroon, NRC will move from an autonomous country office model in CAR to an integrated operational presence under the responsibility of the Cameroon Country Office. This transition represents an adaptation of the business model to maintain a targeted, NRC-compliant and program-oriented presence while improving cost efficiency, oversight and sustainability.
In order to help meet protection challenges and ensure the continuity of an efficient and quality implementation of its projects, NRC is recruiting an ICLA Project Manager, in support of field operations in CAR and in Cameroon’s eastern façade.
What we are looking for
The ICLA Project Manager is responsible for implementing the operational and technical strategy of the Information, Advice and Legal Assistance (ICLA) program in CAR and in Cameroon’s eastern façade in support of the SOLID II project if confirmed. He/she is responsible for the planning, implementation, monitoring and reporting of ICLA activities in accordance with quality standards, NRC guidelines and donor requirements. In close collaboration with technical specialists and under the supervision of the Area Programme Manager, he/she supervises ICLA teams in the field, strengthens their capacities and ensures the relevance, impact and compliance of interventions. His responsibilities include two of ICLA’s key areas of expertise, namely housing, land and property rights (LTP), as well as legal identity.
