    I.         Background

The Clinton Health Access Initiative, Inc (CHAI) the Buyers, is issuing this Request for Quotations (RFQ) in order to solicit quotations for the provision of security guard services for the CHAI Cameroon office in Yaoundé. CHAI is a global health organization committed to saving lives and improving health outcomes in low- and middle-income countries by enabling the government and private sector to strengthen and sustain quality health systems.

 

CHAI began operations in Cameroon in 2007 with a focus on improving access to lifesaving HIV diagnosis, treatment, and care. CHAI has supported the Ministry of Public Health in introducing and scaling up pediatric and second-line antiretroviral therapy (ART) and strengthening laboratory systems to improve early infant diagnosis (EID).

 

Since then, CHAI has supported the introduction of point-of-care testing for HIV and other innovations to improve turnaround time for results. CHAI has also contributed to integrating EID, Viral Load (VL), and tuberculosis testing and has supported the National AIDS Control Committee to improve treatment access.

 

CHAI also works closely with the Government of Cameroon to strengthen malaria treatment, improve vaccine delivery systems, and support the introduction of new vaccines including those for HPV and polio. More recently, CHAI has supported government efforts toward universal health coverage to ensure affordable and quality healthcare services for the population.

 

  II.         Procurement Overview and Deadlines

Questions regarding the administrative requirements of this RFQ may be submitted by March 20, 2026, at 3:00 pm Cameroon time. Questions must be emailed to . Questions and clarifications that are relevant to all may be posted by CHAI, either through an amendment to this RFQ or directly to offerors who have demonstrated an interest in bidding.

 

All quotations must be received by March 31, 2026, at 3:00 pm Cameroon time. Offers should be submitted via email to . All offers must be submitted in the form of the letter in Annex A below and must include a copy of a valid business license. Offers received after the due date and time are considered to be late and will be considered only at CHAI’s discretion.

CHAI reserves the right to extend or cancel this solicitation at any time. CHAI may also reject all offers, if such action is in CHAI’s interest, or issue a partial award or split the award among various offers.

 

  III.         Scope and Quotation Requirements

CHAI is soliciting quotations for the following:

Implementation of security screening procedures at the office entrance , including visitor verification, access control, monitoring of entry and exit, and ensuring that only authorized personnel and visitors access the premises

Provision or coordination of 24/7 external security patrol by law enforcement officers to enhance perimeter security and rapid response to incidents

Guard Supervision

Regular supervision and management of deployed guards by the security company to ensure professionalism, discipline, and compliance with security procedures

Incident Monitoring and Reporting

The security provider must ensure immediate reporting of any security incidents , suspicious activity, or breaches, and maintain incident logs and communication with CHAI management when necessary

Guard Equipment and Identification

Guards must be properly equipped with uniforms, communication tools, and standard security equipment necessary to perform their duties effectively

Offerors are required to use the template in Annex A, below, when responding to this solicitation. All quotations must be in XAF (Central African CFA Francs) and must be inclusive of all costs, including taxes, and fixed price.

 

  IV.         Delivery

CHAI requires that the above services are delivered from May 01, 2026, to April 30, 2026, to

Offerors must certify that they can meet the delivery schedule in Annex A below.

 

  V.         Validity

CHAI requires that offers and the prices, quotes, and services, therein remain valid for 60 days after the date of submission.

 

 

  VI.         Evaluation

 

CHAI will select an offer using trade off methodology. Offers will be scored against the following criteria. CHAI requests best offer quotations. However, CHAI reserves the right to request clarifications or conduct negotiations prior to making an award.

VII.         Terms and Conditions of this RFQ

This solicitation is subject to CHAI’s standard terms and conditions and, if applicable, CHAI’s donors’ terms and conditions of the Resultant Agreement. A copy of terms and conditions is available upon request. For the purpose of developing bids, please note that following standard terms apply:

• Ethical Conduct and Conflicts of Interest: In accordance with CHAI’s Global Code of Conduct and Conflict of Interest policy , CHAI is committed to conducting procurements with integrity and objectively selecting suppliers and vendors. CHAI maintains a zero-tolerance policy for acts including but not limited to collusion among vendors, submitting falsified bids, bribery, and/or other forms of fraud.
