Eligibility of Applicants
Applicants cannot apply if they:
● Are not registered companies/businesses.
● Are bankrupt or in the process of going bankrupt.
● Have not fulfilled obligations related to payment of taxes and other statutory charges and fees.
● Have been found guilty of serious misinterpretation in supplying information.
● Are in situations of conflict of interest. Conflict of interest MUST be disclosed to Evidence Action and vendors should only participate if approval is granted. A conflict of interest is created by any family or commercial relationship between the supplier and any member of the Evidence Action Tender Committee.
● Have seriously defaulted and declared as such in the implementation of similar contractual obligations in the past
● Are on any list of sanctioned parties issued by the United States Government.

SCOPE OF WORK: Tax Consultant Services - Cameroon
TERMS OF REFERENCE
Evidence Action is seeking the services of a tax firm to provide support in ensuring full compliance with Cameroon tax laws in terms of recording, deductions and remittances, and rendering of returns. The objective of this is to ensure to-compliance to statutory regulations based on her country of operations, Cameroon. A successful tax audit firm must have in-depth expertise in the required areas. The focus areas will encompass Pay as You Earn (PAYE), Withholding Tax (WHT), Value Added Tax (VAT), Stamp Duties, and Other Statutory Deductions.
SCOPE OF WORK:
The Client requires the service of the Tax Consultant for the following specific duties which are specified below:
Corporation Tax:
To provide all year-round tax advisory services on all tax matters, including changes in tax laws and possible impacts on Evidence Action's operations, on a timely basis. This should be done by a monthly report on changes on tax law in relation with Evidence Action activities or Global NGO activities
Review Evidence Action's monthly general ledger and contracts to ensure that transactions attributed to stamp duties or levies are charged based on the relevant rates and are filed within due dates.
Liaise with tax authorities on behalf of Evidence Action on any tax matter that may arise during the year and ensure that they are resolved within reasonable time. Assist totally Evidence in case of Tax audit.
File annual Statistics and Financial declaration returns (DSF) for 2025 before the due date of April, 2026, and obtain Evidence Action's tax clearance certificate for 2025.
Provide advice relating to Evidence Action in terms of recording, reporting and disclosing tax related matters for compliance.
Assist Evidence Action when there is any tax audit.
Support Evidence Action and its consultants in configuring the payroll management system to ensure that payroll calculations are 100% compliant with applicable regulations no later than January 20, 2026.
Draft an excel or Payroll templates for Evidence Action staff salaries to ensure compliance with relevant statutory laws. That can be used if the payroll application is not running well at a certain point of time
Review monthly payroll and make sure it is done in compliance with national fiscal laws,
Review Evidence Action's monthly Pay as You Earn (PAYE) tax calculator to ensure deductions and remittances are in line with relevant tax law.
Review the monthly PAYE remittance and file personal income tax returns for the 2025 fiscal year with the tax authorities before the due date, and obtain all staff personal tax clearance certificates.
Ensure compliance with statutory regulation where necessary as it relates to VAT, including obtaining a VAT exemption certificate where necessary.
Ensure Evidence Action’s input and output VAT are charged and captured correctly in its accounting records, including maintenance of a proper VAT Account if applicable.
Ensure Evidence Action’s in reporting and declaring monthly VAT return to the relevant tax authorities.
Ensure that Evidence Action apply and deduct the appropriate Withholding Tax and declare the various taxes deducted at source on time in accordance with statutory provisions.
Support Evidence Action to generate all withholding tax certificates from the tax authorities' computer system on or before the due date.
Ensure withholding taxes are declared through the Tax department with the E-billing process as January 1 .
Review the Evidence Action's monthly general ledger and statutory tax deduction schedules (National Social Insurance Fund (NSIF), Council tax, Cameroon Radio and Television (CRTV) royalty, and PENSION) to ensure that the amounts to be remitted are accurate and remitted on or before the 15st of the preceding months to the relevant tax authorities in line with relevant tax laws.
Process and file monthly statutory payments for NSIF for pension and related charges, including reconciliation of staff accounts for NSIF remittance in line with relevant laws.
Provide support on any tax planning opportunities identified during the period of engagement.
Provide any other ad hoc tax support services and statutory matters in regards to Taxation in Cameroon as required.
Conduct 1 time per month an in - person Meeting with Evidence Action Financial Staff at Evidence Action office
Conduct at least 1 time per month an online 1 - hour meeting to present tax innovations changes in a particular theme to be master in a capacity building discussion .
Budget
Our annual budget is 5,000,000 FCFA (Five Million Francs CFA)
Qualifications:
● Minimum of seven years (7) continuous experience in managing tax related issues with NGO/INGO in Cameroon.
● Practicing license/registered as a tax professional/firm in Cameroon with the relevant government authorities.
● Evidence of business registration.
● Provide proof of a tax clearance certificate covering the previous three years.
● At least three references from previous clients of similar engagements.
Time Frame
The consultancy is expected to provide the above tasks as well as others that may be required in the time frame of the consultancy. The work will begin from the first week of January 2025
