Junior Councillor – Finance and Public Administration (Good Governance in the Extractive Sector) – GRSE project

GIZ Côte d’Ivoire is recruiting, as part of the project “Regional Governance of the Extractive Sector in West Africa” (GRSE), a Junior Advisor for a mission dedicated to good governance in the extractive sector.

Context of the project

Implemented by Deutsche Gesellschaft füThe international project Zusammenarbeit GmbH (GIZ) is funded by the German Ministry for Development and International Cooperation as well as by the European Union, and is present in the four countries of the Mano River Union: Côte d’Ivoire, Guinea, Liberia and Sierra Leone. Its fourth phase began in Côte d’Ivoire in January 2026 and will continue until 31 December 2028.

The project advises key stakeholders in the mining sector on ways to promote socially and environmentally responsible supply chains, including by improving the institutional and legal framework. Its fields of action are structured in four areas: supporting public and private actors in the development of a strategy on critical raw materials; supporting public actors and civil society to better take into account the social, economic and environmental risks related to mining; building the capacities of public actors in estimating, collecting, allocating and controlling taxes and royalties from this sector; strengthening the capacities of European companies and local cooperatives in order to increase the added value.

Area of responsibility

The incumbent is responsible for the following activities: support in the development and execution of technical and procedural advisory activities with project political partners and other partners; integration of results and achievements into team work and activities with all relevant groups; with the support of technical advisors and the project manager, knowledge and innovation management and dissemination of information to a target group.

Assignments

1. Professional advice

The incumbent supports advisory activities with partner institutions, including mining, environmental and financial authorities, as well as other partners such as civil society, the private sector and mining communities: identification of needs, development of concepts and strategies, provision of technical contributions. He/she assists in the development and implementation of project plans and activities in close consultation with partners, especially the institutions involved. He/she contributes to the formulation of terms of reference and manages the selection and supervision of consultants and financing contracts for the implementation of project activities, including the evaluation of services provided. He/she contributes to the development of calls for funds, independently allocates and monitors local grants to civil society organizations. He/she contributes to the preparation and implementation of consultation processes for project activities and work carried out in intervention areas. He/she manages the design, preparation and execution of workshops, seminars and other events on topics related to the project’s field of activity. He/she develops and organizes quality assurance measures and proposes the necessary changes, improvements and initiatives.
