Overview The Reaching Impact, Saturation, and Epidemic Control (RISE) project, funded by the U.S. Department of State, currently strengthens malaria prevention, diagnosis, treatment, and surveillance efforts in Kagera, Plan, and Zanzibar. Through close partnerships with the Ministry of Health, the Prime Minister’s Office – Regional Administration and Local Government, regional and council health management teams, health facilities, communities, and U.S. Government partners, RISE enhances resilient health systems and responsive service delivery. Additionally, the project has secured funding to support Bundibugyo Virus Disease (BVD) preparedness initiatives in the Kagera Region as part of the national BVD contingency plan. For the period of August to November 2026 The Special Task BVD Preparedness Coordinator will oversee the daily execution of the RISE BVD Preparedness Work Plan across the Kagera Region. This position will guarantee the timely, high-quality, and thoroughly documented implementation of initiatives aimed at enhancing frontline BVD readiness, as well as facility-based risk communication and community engagement (RACE) in priority health facilities, their catchment areas, and key destination venues. Reporting directly to the RISE Technical Advisor, the BVD Preparedness Coordinator will collaborate closely with the RISE Kagera Field Team Leader, the Regional Health Management Team (RHMT), respective Council Health Management Teams (CHMTs), health facilities, and community stakeholders.   • Work Planning and Day-to-Day Coordination Translate the approved BVD Preparedness Work Plan into comprehensive activity schedules, clearly defined roles, detailed logistics plans, and follow-up measures in coordination with the RISE Technical Advisor and the Kagera Field Team Leader. Coordinate day-to-day operations across Yerba, Nara, Misery, and Bubba Municipal Council, maintaining strict adherence to the approved scope, budgetary constraints, established timelines, and government-defined priorities. Maintain a current implementation tracker, proactively identify bottlenecks, and ensure prompt escalation and follow-up with relevant RISE and government counterparts.
  • Strengthen Frontline BVD Readiness Provide assistance to RHMT, CHMT, and facility teams to enhance early detection of suspected BVD cases, ensure proper temporary separation or isolation, facilitate safe referrals, implement infection prevention and control measures, conduct surveillance, and maintain continuity of essential services. Coordinate and facilitate in-person tabletop exercises at the facility, documenting key lessons learned, assigning action points, and ensuring follow-up responsibilities are fulfilled. Facilitate the prompt availability, proper utilization, and responsible management of approved infection prevention and control (IPC) and preparedness materials for scheduled activities.

  • Strengthen Facility-Linked RCCE Coordinate the onboarding and involvement of key stakeholders and change agents tied to facilities in priority villages and destination venues, such as local community leaders, traditional healers, Baroda operator representatives, and venue managers. Ensure that Risk Communication and Community Engagement (RACE) messaging consistently promotes prompt care-seeking behaviors, adherence to Infection Prevention and Control (IPC) protocols, and the dissemination of accurate information, all of which are aligned with the preparedness and capacity of nearby health facilities. Facilitate the exchange of information among community groups, event locations, healthcare providers, and municipal departments to ensure that concerns, misinformation, and potential hazards are promptly identified and addressed.
  • Government and Partner Coordination As the operational focal point for BVD preparedness coordination in Kagera, this role will serve as RISE’s primary contact, reporting directly to the RISE Technical Advisor to ensure seamless implementation and alignment of preparedness strategies. Collaborate effectively with various emergency partners, coordination frameworks, and community organizations to ensure seamless implementation of initiatives and prevent redundant efforts. Attend relevant coordination and technical meetings, such as appropriate pillar meetings, to deliver current implementation updates and action items. Collaborate consistently with U.S. Government global health security implementing partners and other key stakeholders, as instructed, to ensure alignment with current investments.

  • Monitoring, Reporting, and Accountability Maintain precise documentation of all activities, attendance records, facility coaching tools, tabletop exercise reports, community engagement logs, and any other mandated reports. Track progress against established indicators, conducting facility visits, tabletop exercises, and stakeholder engagement at community and destination venues, then apply insights to inform subsequent actions.

Develop and distribute succinct weekly bullet-point summaries for the RISE Technical Advisor, while assisting with prompt donor, government, and internal reporting as needed. Provide assistance in the systematic completion of tasks, ensuring accurate reconciliation of materials and records, thorough documentation of outcomes and key insights, and seamless transfer of pending action items. Required Qualifications A bachelor’s degree in public health, medicine, nursing, health systems management, epidemiology, or a closely related field in global health is required. With a minimum of five years of experience, you will have successfully coordinated health program implementation using regional, council, facility, and community structures throughout Tanzania.

  • Proven expertise collaborating with Regional Health Management Teams (RHMTs), Council Health Management Teams (CHMTs), healthcare facilities, and community stakeholders, with a preference for candidates with a background in donor-funded or NGO-supported initiatives. Proficiency in outbreak preparedness and response, surveillance, infection prevention and control (IPC), emergency coordination, risk communication and community engagement (RACE), and other global health security initiatives is highly desirable. Desired candidates will possess prior experience overseeing donor-funded health initiatives, along with a strong working knowledge of U.S. Government-supported programming frameworks. Proficient in both oral and written communication in Kiswahili and English, with a strong capability to develop succinct implementation updates. Proficient in utilizing Microsoft Office suite, encompassing email management, document creation in Word, spreadsheet analysis in Excel, and presentation development in PowerPoint. Preferred Qualifications Demonstrates exceptional organizational, strategic planning, and analytical capabilities, adept at resolving challenges efficiently while maintaining meticulous documentation and ensuring seamless follow-through—all within compressed project schedules and competing demands. Demonstrates flexibility to be stationed in Kagera and undertake regular travel within the region.
