Senior Supply Chain Management Associate Director

The Associate Director for Supply Chain Management offers strategic and technical leadership to enhance Tanzania’s public health supply chain and pharmaceutical services, guaranteeing sustainable access to and proper utilization of safe, effective, high-quality, and affordable health commodities. This position oversees initiatives to fortify national and sub-national supply chain systems, as well as to develop personnel capacity for sustainable management of health commodities procured through national and local systems, while strengthening pharmaceutical management systems, including quality pharmaceutical services and national regulatory frameworks. Reporting directly to the Technical Director, the Associate Director is tasked with defining the overall strategic direction and supervising the execution of supply chain portfolios. The role will spearhead the design and implementation of innovations within the supply chain ecosystem, establish best practices, ensure meticulous planning, high-quality execution, performance tracking, and thorough evaluation of all supply chain activities. Leadership and Strategic Direction Establish the strategic direction for the supply chain portfolio and define measurable performance indicators that align with project objectives and donor priorities. Offer strategic direction and oversee leadership responsibilities to guarantee the fulfillment of supply chain goals, project outcomes, and performance benchmarks. Deliver technical leadership, direction, and oversight to the project’s supply chain team while cultivating a high-performing, collaborative, and accountable culture grounded in continuous learning.

• Collaborate with project leadership to develop and oversee the supply chain work-planning process, ensuring alignment with annual work plans and approved budgets. Program Management and Oversight Ensure compliance with donor, programmatic, operational, and financial obligations while delivering project outputs on schedule and to the required quality benchmarks.
• Provide leadership for supply chain operations by ensuring activities are implemented in alignment with approved plans, while tracking progress against defined milestones, performance indicators, and allocated budgets.

Formation / Diplômes

• Assess potential implementation risks and operational hurdles, then design and implement mitigation strategies to guarantee the successful attainment of project goals. Ensure the effective administration and strategic direction of consultants, sub-partners, and technical advisors involved in supply chain operations. MERL Collaborate with the Director of Strategic Information to establish and maintain systems and processes that facilitate robust monitoring, evaluation, learning, and adaptive management of supply chain operations. Interpret and analyze supply chain performance data to support informed decision-making, foster continuous enhancement, and enable responsive program adjustments. Coordinate and manage the preparation and quality assurance of donor reports, technical updates, work plans, success stories, presentations, and other mandated supply chain deliverables to ensure accuracy and compliance with organizational standards. Deliver precise, timely, and high-caliber reports detailing advancements, accomplishments, obstacles encountered, key learnings, and relevant performance metrics. Stakeholder Engagement and Coordination Acting as the central liaison, you will spearhead strategic interactions with government entities, donors, implementing partners, and other relevant stakeholders concerning supply chain initiatives. Collaborate with national and sub-national stakeholders to cultivate shared ownership, improve coordination, and ensure the long-term viability of supply chain interventions. Represent the initiative during technical working group sessions, stakeholder engagements, and external forums focused on supply chain system enhancements. Knowledge Management and Quality Improvement The incumbent will collaborate closely with the Senior Technical Advisor for Communication & Knowledge Management to facilitate the accurate documentation, strategic dissemination, and collaborative sharing of supply chain successes, key insights, established best practices, and innovative developments. Promote the integration of evidence, data, and learning to enhance supply chain systems and elevate program performance. Ensure strict adherence to donor regulations, organizational policies, and national guidelines governing supply chain and pharmaceutical management activities. Education: A master’s degree or its international equivalent in public health, supply chain management, institutional development, or a closely related field is required. Project management certifications such as Project Management Professional (PMP) or equivalent are highly desirable for this role. Experience: Seeking a candidate with at least a decade of relevant professional experience, including three years in leadership and direct line management roles. Professionals with a proven track record in overseeing donor-funded initiatives in developing nations will be prioritized. Candidates possessing extensive expertise in directing expansive and intricate supply chain operations or leading substantial technical assistance projects within health supply chains in low- and middle-income countries will receive preference. Minimum of five years’ direct involvement in supply chain or pharmaceutical management initiatives, with a focus on low- and middle-income country contexts, is required. Proficiency in analytical thinking, problem resolution, and report preparation is essential, along with the capacity to evaluate performance metrics, pinpoint obstacles in implementation, and devise practical solutions for enhancement. Proven capability in cultivating and sustaining productive relationships with governmental agencies, donor organizations, implementing collaborators, and other essential stakeholders. Proven track record in leading high-performing supply chains, with a deep understanding of industry innovations and best practices. Proficiency in enhancing product availability, visibility, and supply chain efficiency, along with expertise in implementing risk mitigation strategies within the supply chain, is required. Achieved a proven track record of leading teams to successfully execute intricate, large-scale initiatives within scheduled timelines and allocated budgets.
• Exceptional ability to communicate clearly and collaborate effectively with stakeholders at all levels. Fluent written and spoken proficiency in both English and Kiswahili, either as a native speaker or at an equivalent level, is required. The annual basic salary for this position is anticipated to fall within the range of TZS 90,000,000 to TZS 130,000,000.
