Regional Cooperation Officer (F/H) – French Embassy in Côte d'Ivoire – Cooperation and cultural action service – Abidjan

Under the authority of the Councillor for Cooperation and Cultural Action (COCAC) Abidjan, you work closely with the cultural attachés and COCACs in your area of competence. You lead the cooperation policy in the field of music to promote the interests and influence of France. You develop a strategy for the cultural and creative industries (ICC) in the field of music, in consultation with the National Music Center (CNM), in order to contribute to the export of the French music sector in Africa. You analyze, return and contribute to the structuring of the music sector at regional level in the following countries: Congo, Côte d'Ivoire, Ghana, Kenya, Nigeria, République Democratic Republic of Congo (DRC), Senegal, Cameroon. Your place of residence is Abidjan.

Main duties

Around the analysis of the music market for a better knowledge of its structuring, the sector and the actors, your missions are:

• Conduct a watch to determine the possible axes of partnerships with French operators in the music industry on the African continent and support their initiatives/investments.
• Develop partnerships and cooperation actions (private and public sectors) to enhance French expertise with local actors and institutions, by promoting the missions of French public and private experts and their participation in workshops, conferences, professional meetings.
• Support the structuring of the market by identifying national or regional projects to be implemented in connection with funds from the MEAE and/or the French Development Agency (AFD).
• Establish a map of the main musical actors of the area covered and the state of structuring of the sector in the overall economic context of each territory (concerts and festivals, publishing, media, legal and economic environment), to constitute resources and a directory for French professionals, in connection with the NJC.
• Prospect music trade shows, consumer festivals, showcases and conventions, and identify events relevant to French professionals.
• Respond to calls for projects from the French Institute.
• Create a directory of ad-hoc professionals for each trade.
• Conduct a strategic watch and communicate towards the posts and partners on the actions carried out in the area or by French operators in the music sector.
• Conduct at least once a year a reflection seminar on the challenges of the music sector in Africa, by associating the positions concerned.
• Based on written and numerical data, make recommendations to develop an action strategy for the NJC over 3-5 years.
• Work in synergy with the French Institutes of your area of competence in a process of structuring the cultural and creative sectors.
• Provide technical support to local positions in the design, implementation or evaluation of their projects in the music sector (FEF, FEF)+, FEF Creation, etc.).Candidate profile

Level Master 2 in Management of Cultural Organizations, Grande École de Commerce or equivalent. First experience in the music industry, knowledge of the sector (phono production, publishing, live performance, copyright). Successful experience in a different cultural context. Knowledge or mastery of a local language would be an asset. Knowledge of the region as well.
