With expertise in the humanitarian, development and peacebuilding sectors, we collaborate with local, national and international partners on finding solutions that meet the needs of people at risk. We do this by: Supporting humanitarian, development and peacebuilding initiatives that protect and empower people Improving impact at the global and local level through joint projects with partners and stakeholders Providing expertise and developing capacity that enable partners to meet the needs of people affected by crises Strengthening the global system that we are part of through support for leadership, coordination and policy development Building bridges between the humanitarian, development and peacebuilding sectors In the Democratic Republic of the Congo, protracted conflict, displacement, market disruption, and repeated shocks continue to shape humanitarian needs, particularly in the eastern provinces. Cash and voucher assistance has become a core response approach, with multipurpose cash assistance now recognised as a standalone component of the national Humanitarian Needs and Response Plan. NORCAP is partnering with GiveDirectly, OCHA, NRC and other members of the national Cash Working Group to strengthen coordinated, high‑quality cash responses that are evidence‑based, inclusive, and accountable to communities. To support this effort, NORCAP is deploying a senior cash coordination expert to co‑lead the national Cash Working Group and strengthen the quality, coherence, and leadership of multipurpose cash assistance across the response. The role is based in Goma , with a 12‑month deployment , starting April 2026 , and reports programmatically to GiveDirectly while maintaining functional accountability to the Cash Working Group and NORCAP's CashCap Management Unit. As the DRC Cash Working Group Programmatic Co‑Chair, you will take on the following responsibilities Role and responsibilities Co‑chair and coordinate the national and provincial Cash Working Groups, ensuring inclusive, well‑prepared meetings and follow‑up that reflect partner priorities and operational realities Strengthen the quality and coherence of multipurpose and sectoral cash responses through harmonised strategies, tools, and technical standards Lead or support updates to key frameworks, including the multipurpose cash assistance strategy, transfer values, minimum expenditure basket, and post‑distribution monitoring tools Improve cash information management, including reporting completeness, analysis, and use of dashboards and joint monitoring outputs Support market monitoring and coordination, including joint market assessments and engagement with financial service providers Provide technical input to humanitarian planning and funding processes, including pooled fund allocations and upcoming response planning cycles Build capacity of national and local organisations through technical guidance, learning events, and hands‑on support Engage constructively with clusters, donors, social protection actors, and government institutions to strengthen enabling environments for cash assistance Qualifications and experience To excel in this role, candidates should possess the following qualifications and skills: Extensive experience in cash and voucher assistance coordination, including multipurpose cash assistance, in complex humanitarian contexts Proven ability to facilitate inter‑agency coordination and provide strategic technical leadership with diverse stakeholders Strong understanding of market‑based programming, transfer value setting, monitoring, and quality assurance systems Experience supporting national and local organisations through capacity strengthening and inclusive coordination practices Fluency in French and strong professional English communication skills Please read the attached terms of reference for more details before applying Competencies The main competencies of a NORCAP Expert are: Building working relationships Planning and organising Adaptability Resilience What we offer In recognition of your expertise and contributions, we provide the following benefits and opportunities: Rewarding work for a renowned global organisation Access to a network of humanitarian, peace, and development professionals A dedicated Staff Care Unit Our Values & Commitment NORCAP is part of the Norwegian Refugee Council (NRC).
