Provide strategic direction to adapt the global FCI framework within Tanzania’s healthcare ecosystem, ensuring alignment with the country’s health priorities, prevalent disease patterns, geographic needs, regulatory policies, current partner contributions, and the operational landscape of faith-based health services. Ensure that the program’s execution complies with global FCI standards, donor specifications, national regulations, technical guidelines, World Vision policies, and all relevant Tanzanian legislation. Ensure the implementation adheres to FCI’s dedication to cost efficiency and the 80/20 principle, allocating resources primarily to frontline service delivery, health workers, facilities, and communities while upholding rigorous management standards, robust safeguarding measures, strict compliance, and unwavering quality assurance. End Results FCI Tanzania operates in full alignment with the approved Country Implementation Plan, FCI global standards, the priorities of the Government of Tanzania, and donor stipulations. Develop and cultivate collaborative partnerships with the Ministry of Health, DO-RAG, the Ministry of Finance, and key national HIV/AIDS program entities. Additionally, engage with the National Tuberculosis and Leprosy Program, malaria program stakeholders, RMN CAH and nutrition initiatives, health promotion and community health frameworks, health information and digital health units, and the Medical Stores Department, along with pertinent supply-chain stakeholders as required. Foster strong connections with RHMTs, CHMTs, and Gas to ensure cohesive program implementation and alignment across sectors.

Localisation

  • Establish, oversee, and sustain robust collaborations with Christian Health Associations (Chas), faith-based organizational networks (FBS), and other key partners to facilitate the provision of integrated health services and promote country ownership objectives. As an FCI representative, you will serve on the national steering committee—or any existing coordinating body—led by the host government, ensuring alignment with both the country Memorandum of Understanding (MOU) and national health strategies. Develop and oversee partnerships with local implementing entities, sub-partners, faith-based organizations, community health networks, and key stakeholders such as the Global Fund, its principal and sub-recipients, as well as other GHSD and bilateral partners, ensuring alignment and effective collaboration. Collaborate with CDC, PEPFAR, and GHSD programs and partners to ensure FCI activities align with ongoing initiatives and comply with country-specific and global standards, thereby preventing redundancy. FCI cultivates and sustains robust, credible partnerships with the U.S. Embassy, the Government of Tanzania, CHA/FBO networks, the Global Fund, and other key stakeholders. The organization ensures its active involvement in critical national and sub-national coordination frameworks, while aligning program implementation with government systems and existing health initiatives to enhance synergy and prevent redundancy. Transition to Government Ownership and Sustainability(15%) Working in coordination with the US Embassy, spearhead strategic negotiations with the Ministry of Health, the Ministry of Finance, and other governmental entities to facilitate the phased transfer and integration of FCI-supported programs, health personnel, infrastructure, supplies, and data systems into public sector ownership and sustainable domestic funding mechanisms. Develop, negotiate, and implement a tailored sustainability and transition plan for each country, establishing measurable benchmarks, key milestones, and defined timelines in close collaboration with the host government. The plan will be co-owned by relevant authorities and receive formal endorsement from the national steering committee. To ensure sustained funding for frontline health workers, hubs, spokes, and community platforms beyond the award period, secure government commitments and co-investment—including budget allocations and payroll absorption—must be obtained.

Collaborate with governmental bodies and faith-based service providers to establish formal integration of faith-based facilities and personnel into national health plans, payroll systems, supply chains, and information management frameworks. Monitor progress of the transition in relation to established benchmarks, promptly highlighting any risks that could hinder government absorption. Work collaboratively with the Global Project Director and the national steering committee to revise the roadmap as necessary. A government-owned sustainability and transition roadmap, featuring clearly defined milestones, is established and executed incrementally. Concrete government commitments are obtained to institutionalize and domestically finance the progressive integration of FCI-supported services, health workers, facilities, community platforms, commodities, and data systems into national and sub-national frameworks. Staff, Consortium, and Operations Management(15%) Lead, guide, and inspire the country team comprising technical and program-management professionals while fostering clear communication and seamless collaboration across all members. Oversee the in-country consortium and sub-partners, fostering clear and consistent communication channels while cultivating collaborative relationships to ensure alignment and efficiency. Oversee the operational, logistical, procurement, and administrative functions of the country office in strict adherence to World Vision’s guidelines, donor mandates, and applicable national regulations. Offer strategic direction in managing the in-country consortium, fostering seamless collaboration among World Vision Tanzania, consortium members, faith-based and community partners, and additional sub-partners. Oversee the Country Technical Director, Finance and Compliance Manager, and MEL Manager, establishing clear performance benchmarks and fostering professional growth among the team. Foster a workplace environment rooted in teamwork, excellence, accountability, integrity, continuous growth, and protection of shared resources. A high-performing FCI country team and consortium are established and maintained, fostering accountability and seamless coordination. Staff and partners are assigned clearly defined roles, measurable performance expectations, and robust accountability mechanisms. Program operations, procurement, logistics, and administration are structured to ensure timely, high-quality implementation while fully complying with WV, donor, and national regulatory requirements. Technical Quality, Performance, Learning and Adaptive Management(20%)

  • Oversee the strategic direction to ensure FCI-supported initiatives are technically robust, evidence-driven, and consistent with the Government of Tanzania’s policies, strategies, guidelines, and service-delivery standards, as well as FCI global technical standards and relevant donor requirements. Provide strategic leadership to integrate programming across HIV, TB, malaria, maternal, newborn, child and adolescent health, nutrition, community health, and health systems strengthening, ensuring interventions enhance rather than duplicate existing national systems. Collaborate with the Country Technical Director, MEL Manager, and other technical leads to establish and regularly assess program performance against predefined targets, indicators, milestones, and quality benchmarks. Chair and facilitate regular program performance and technical review meetings to proactively identify implementation bottlenecks, performance shortfalls, quality deficiencies, and potential risks, ensuring these issues are addressed through well-documented corrective measures. Ensure that routine program, service-delivery, and financial data are collaboratively reviewed and leveraged to inform strategic management decisions, allocate resources effectively, and refine implementation strategies as needed. Provide strategic leadership for the hub-and-spoke service-delivery framework, fostering strong and functional connections between primary, secondary, and tertiary healthcare facilities, faith-based organizations, community-based platforms, and government health systems. Ensure that program approaches reinforce the continuity of care, improve referral and counter-referral systems, strengthen community-to-facility linkages, and integrate priority health services effectively. Leverage structured quality-improvement methodologies to enhance service delivery by systematically identifying performance gaps, conducting root-cause analyses, designing targeted corrective actions, and tracking the effectiveness of implemented solutions. To tailor program implementation effectively, address geographical, epidemiological, and health-system variations across regions and councils while upholding FCI standards with precision and consistency. Ensure alignment and, where possible, integration of FCI-supported monitoring and data systems with the Government of Tanzania’s health-information systems, thereby eliminating redundant parallel reporting structures. Promote high standards of data quality, completeness, and timeliness while facilitating its effective use, collaborating closely with MEL and technical teams to ensure dependable evidence for program oversight, donor reporting, and informed government decision-making. Through this role, you will spearhead an adaptive-management framework, ensuring program strategies, work plans, and resource allocations undergo regular assessment and refinement grounded in performance metrics, field observations, stakeholder insights, and evolving health priorities. FCI Tanzania ensures the ongoing delivery of superior, integrated, and evidence-based health programs that comply with national and FCI standards. Program performance and service quality undergo regular evaluation, with collected data and insights actively leveraged to inform strategic decisions. Any implementation discrepancies are swiftly identified and remedied through corrective measures, while successful methodologies are systematically recorded, refined, and expanded—either through government or faith-based health systems—for broader institutional adoption or scaling. Grant, Fiscal, Compliance, and Risk Management (15%) Oversee the comprehensive administration of programs at the country level, ensuring accountability for financial management, grant and contract administration, as well as the management and stewardship of FCI resources. Oversee country-level programmatic and financial reporting, verifying adherence to donor regulations, World Vision policies, and local statutory obligations. Collaborate with the Finance & Compliance Manager to track and analyze burn rate, budget performance, cash flow, partner advances, procurement activities, cost efficiency measures, regulatory compliance, audit preparedness, and potential financial risks. Champion the sustained achievement of the FCI 80/20 efficiency commitment, ensuring consistent adherence across all operational processes. Ensure that all expenses are justified, permissible, and directly attributable to the program, with proper documentation and strict adherence to the established objectives. Identify country-level risks—including programmatic, financial, safeguarding, security, and reputational concerns—in a timely manner, while taking the lead on mitigation efforts and escalating issues to the Global Project Director as necessary. FCI resources are administered with efficiency, clarity, and adherence to all donor, WV, and statutory guidelines. Proactive oversight is applied to budgets, expenditure rates, cash flow, partner advances, and disbursements, while financial and programmatic reports are produced with precision and on schedule.
