  • Integrate key health services—such as HIV, TB, malaria, RMN CAH, nutrition, and community health—into programs, aligning them with Tanzania’s disease burden, population needs, service gaps, and national priorities to maximize impact. Strengthen referral and counter-referral mechanisms across community platforms, spoke facilities, and hub facilities, guaranteeing the completion of referrals, seamless continuity of care, proper follow-up actions, and the re-engagement of clients who discontinue treatment. Collaborate with the Ministry of Health (MOH), President’s Office – Regional Administration and Local Government (DO-RAG), Regional Health Management Teams (RHMTs), and Council Health Management Teams (CHMTs) to integrate FCI-supported service-delivery strategies into current national and sub-national health systems, avoiding the establishment of separate or parallel structures. Enhance community-facility connections by fostering seamless collaboration among community health workers, faith and community leaders, health facilities, and other community-based structures to drive demand generation, improve treatment literacy, facilitate referrals, ensure follow-up care, and maintain continuity of care. Provide technical leadership to enhance the capabilities of frontline health workers by implementing competency-based training programs, establishing mentorship initiatives, conducting supportive supervision, optimizing task allocation, and identifying key workforce capacity deficiencies. Strengthen facility and community-level supportive supervision, as well as continuous quality improvement mechanisms, to systematically identify, analyze, and address performance gaps. The role involves fostering seamless collaboration and alignment between governmental and faith-based health systems, with a focus on service delivery, referral networks, workforce development, supervision, laboratory and diagnostic services, supply chain systems, and health information systems. Collaborate closely with the MEL Manager to systematically track and assess service-delivery performance metrics—such as referral completion rates, continuity of care, service integration effectiveness, and overall quality—to inform strategic decision-making.
  • Develop and champion innovative service-delivery frameworks and evidence-based practices to institutionalize, replicate, and scale up initiatives via government and faith-based health systems. Offer strategic technical guidance to progressively embed FCI-supported service-delivery systems, workforce capabilities, referral pathways, supervisory practices, and quality-improvement initiatives into Government, FBO, and locally managed structures, ensuring long-term sustainability. FCI’s integrated hub-and-spoke model enhances the delivery of high-quality, accessible, and continuous health services through government, faith-based, and community platforms. By reinforcing referral and counter-referral systems, strengthening community-facility linkages, building frontline workforce capacity, providing supportive supervision, and implementing quality-improvement mechanisms, the model is progressively embedded within Tanzania’s existing health system. This approach drives improvements in service quality, continuity of care, client outcomes, and long-term sustainability. Maintain robust technical partnerships with key national health programs, such as HIV/AIDS initiatives, the National Tuberculosis and Leprosy Program, malaria control efforts, RMN CAH, nutrition, community health, health promotion, and health information systems, aligning with the final scope of the FCI as needed. Collaborate with Regional Health Management Teams (RHMTs), Council Health Management Teams (CHMTs), and Local Government Authorities to align hub-and-spoke implementation with existing sub-national supervision, referral, quality-improvement, and broader health-system frameworks. Engage actively in key national and sub-national Technical Working Groups, technical forums focused on quality improvement, and coordination mechanisms with implementing partners on behalf of FCI Tanzania. Maintain robust technical partnerships with faith-based healthcare providers, other faith-integrated health networks, and community health organizations to ensure collaborative and effective service delivery. Collaborate technically with established CDC/PEPFAR, DoD/PEPFAR, Global Fund, and other health implementing partners to map current investments and pinpoint areas where synergies can be maximized. We facilitate collaboration between consortium and local partners to strengthen community-level linkages with healthcare facilities, ensuring effective treatment follow-up, literacy initiatives, adherence support, and re-engagement in care. Robust technical collaborations and coordination frameworks are cultivated with the Ministry of Health, President’s Office-Regional Administration and Local Government, national health initiatives, Regional Health Management Teams/District Council Health Management Teams, Christian Health Association/Faith-Based Organization networks, consortium associates, and various health implementing partners. FCI interventions are harmonized with established government and faith-based structures, reinforce complementary investments, and prevent redundancy while enhancing the interface between communities and healthcare facilities. Technical Performance, Evidence and Adaptive Management (15%) Provide technical guidance to oversee the consistent evaluation and analysis of program performance, leveraging service-delivery metrics, referral patterns, quality-of-care indicators, and additional pertinent data to measure advancement relative to established technical benchmarks, standards, and key milestones. Collaborate proactively with the MEL Manager, technical teams, and implementing partners to pinpoint performance gaps, emerging trends, and bottlenecks in service delivery, then convert these insights into targeted corrective actions and enhanced technical solutions. Lead regular technical performance evaluations and adaptive-management initiatives, guaranteeing that implementation strategies, technical priorities, and facility/community support are modified in response to emerging evidence, hands-on implementation insights, and evolving health requirements.
  • Facilitate the systematic integration of the Government of Tanzania’s HIS/DHIS2 and other nationally approved information systems to support data-driven technical decision-making, ensuring that FCI’s monitoring efforts enhance and reinforce existing national frameworks rather than introducing duplicative processes. Lead the process of identifying, documenting, and disseminating technical insights, innovations, best practices, and key implementation lessons—facilitating cross-hub collaboration, peer exchanges, and contributions to Government, consortium, and global FCI learning initiatives.
  • Provide guidance to shape technical strategies, enhance quality improvement processes, and support institutionalization and scale-up efforts by leveraging program evidence and learning, including offering recommendations to Government and faith-based health systems on sustainable approaches that extend beyond the project’s duration. FCI Tanzania employs credible program and national health-system data as key inputs for informing technical decisions and fostering ongoing enhancements. Early detection of performance gaps and emerging service-delivery challenges enables prompt adaptive measures, ensuring timely interventions. Additionally, the systematic documentation of evidence, innovations, and lessons learned strengthens technical quality, guides strategic decisions for Government and partners, and facilitates the institutionalization and scaling of successful approaches. Technical Quality, Capacity, and Learning (15%) Regularly oversee technical quality and program execution, ensuring adherence to agreed standards, targets, and milestones, while spearheading corrective measures and fostering continuous quality enhancement across hubs, spokes, and community platforms. Develop and implement a Tanzania FCI technical quality-assurance framework, encompassing supportive supervision, mentorship, technical reviews, and evaluations of facility and community quality. Ensure that referral quality is assessed not solely by the volume of referrals produced, but by evaluating referral completion rates, timely receipt of services, the presence of counter-referrals, the continuity of care provided, and client outcomes achieved. Develop and strengthen the technical capabilities of FCI country staff, faith-based health facilities, consortium partners, and other local implementing organizations by delivering structured training, providing mentorship, offering supportive supervision, and conducting coaching sessions. To bolster the sustainable delivery of high-quality, integrated health services and reinforce their role as effective collaborators within Tanzania’s national health system, the position will focus on enhancing the institutional capacity of participating faith-based organization (FBO) health systems. Offer expert technical advice on community and faith-based engagement strategies designed to enhance treatment literacy, combat stigma, challenge harmful gender norms, promote positive health-seeking behaviors, encourage male participation, and address the unique barriers faced by adolescents and youth. Facilitate active engagement of faith leaders, community leaders, community health workers (CHWs), and other community-based structures to strengthen demand generation, service connectivity, and health accountability, ensuring adherence to established clinical and technical standards. Collaborate effectively with the MEL Manager to analyze routine program data, dashboards, referral data, and service-delivery information, identifying performance gaps and implementing continuous quality improvement (CQI) strategies.
  • Facilitate the integration of technical monitoring with Tanzania’s national HIS/DHIS2 framework as well as other recognized national or disease-specific information systems. Facilitate the documentation of Tanzania FCI innovations, evidence, lessons learned, and promising practices to support Government, consortium, and global FCI learning initiatives. Foster cross-hub knowledge sharing, peer mentorship, and South-to-South collaboration with other FCI-affiliated countries to enhance collective learning and expertise. Provide strategic technical direction to facilitate seamless transitions and ensure long-term sustainability by progressively embedding service-delivery benchmarks, referral frameworks, capacity-building initiatives, supervisory structures, and continuous quality-improvement mechanisms into governmental, faith-based, and community-owned systems. FCI-supported services maintain adherence to established technical and quality benchmarks across hubs, spokes, and community platforms. Through supportive supervision, mentorship, and ongoing quality enhancement initiatives, any technical performance deficiencies are promptly recognized and resolved. Concurrently, the capabilities of partners and frontline personnel are bolstered, while program data, evidence, and insights are systematically leveraged to enhance service quality, referral completion, continuity of care, and client outcomes. Collaborate effectively with the Country Project Director, Finance & Compliance Manager, and MEL Manager to guarantee that technical plans are adequately resourced, measurable, and cost-efficient. Support the technical evaluation of partner work plans and performance, and provide recommendations for remedial measures when technical standards or outcomes fall short of expectations.
