This position is responsible for designing, implementing, and overseeing Brit am Rwanda’s reinsurance operational frameworks, treaty agreements, and regulatory compliance mechanisms. The role integrates technical administration with strategic risk management to preserve capital integrity, mitigate counterparty exposure, uphold solvency margins, and ensure adherence to BNR’s Risk-Based Supervision (RBS) and Article 8 regulatory mandates. Key Responsibilities: – Regulatory & Compliance Governance: Spearhead the alignment of reinsurance operations with BNR Risk-Based Supervision requirements; compile, validate, and submit statutory BNR regulatory returns and Bordeaux within stipulated deadlines. Track and document corporate peak exposures, seasonality trends, and pre-defined credit risk thresholds to fulfill Article 8 statutory obligations. – Capital & Solvency Protection: Assess the financial stability and structural risk profiles of reinsurers to reduce default exposure and optimize capital credit benefits under BNR capital framework guidelines. – Reinsurance Recoveries & Cash Flow Efficiency: Oversee the full lifecycle of case-by-case recovery processes, targeting a 30-day completion post-payment; actively manage, monitor, and resolve aging reinsurance recovery backlogs. – Treaty & Facultative Administration: Facilitate annual treaty renewal structuring, documentation, and negotiations; evaluate and facilitate facultative reinsurance placements for large-risk portfolios while ensuring compliance with ASSAM non-objection protocols. – Cross-Functional Reconciliations: Lead the validation and accurate recording of technical data across primary systems (TIA) and financial platforms (Oracle Financials), resolving discrepancies in ledger structures. – Stakeholder Coordination & Reporting: Collaborate extensively with Underwriting, Claims, Finance, and Group Risk teams to address operational bottlenecks and deliver analytical insights for Executive Management and Board review. Qualifications & Experience: A Bachelor’s degree in Actuarial Science, Insurance, Finance, Accounting, Economics, or a related quantitative discipline is required. Advanced professional credentials such as ACID, AII, or equivalent qualifications in Finance/Actuarial disciplines are strongly preferred. Candidates must possess 4–6 years of progressive experience in commercial insurance, reinsurance brokerage, or actuarial/underwriting roles, with a demonstrated focus on corporate risk transfer and technical treaty structuring.
