Contexte : UITYD is seeking a highly skilled Civil Engineer with robust procurement and supply chain acumen to support the execution of a strategic early-recovery grant. This role is essential for bridging the gap between precise engineering requirements (BoQs, structural specifications) and strict humanitarian procurement compliance. The successful candidate will serve as the technical anchor for the procurement team, ensuring the highest standards of quality, compliance, and value for money in the rehabilitation of major health and educational facilities.

Responsabilités principales :

  1. Review and translate civil, WASH, electrical, and infrastructure rehabilitation requirements, including BoQs, drawings, specifications, and technical scope, into complete and compliant tender dossiers for local contractors before tender launch.

  2. Monitor contractor performance and contractual compliance, including site staffing commitments, use of local workers from targeted communities, prohibition of child labor, adherence to occupational health and safety requirements, UXO clearance approvals, construction waste management, and agreed milestone-based payment conditions.

  3. Provide day-to-day site supervision for rehabilitation works at the targeted hospital and schools, verifying workmanship quality, material compliance, site measurements, progress against approved plans, and timely resolution of technical issues in coordination with contractors and project teams.

  4. Serve as the technical focal point for the supply chain department during the evaluation of construction materials, concrete testing, and medical-grade electrical installations.

  1. Structural & Civil Materials: Evaluate contractor submissions for structural reinforcement (e.g., 350 kg/m³ reinforced concrete, structural cover repairs) and demolition works, ensuring proposed methodologies meet structural safety standards.

  2. Technically assesses bids for water and sanitation networks, including the specifications for high-pressure PVC drainage, PPR freshwater networks, and climate-resilient, water-efficient fittings (e.g., dual-flush cisterns, rainwater harvesting systems).

  3. Rigorously review technical specifications for specialized hospital installations. This includes verifying the compliance of Bed Head Units (BHUs), Operating Room (OR) luminaires, UPS systems, and HVAC/winterization systems for Maternity and NICU/PICU departments.

  4. Evaluate technical proposals for Solar PV and battery storage systems designated for the targeted schools, ensuring capacity sizing aligns with the required administrative and lighting loads.

  5. Cross-reference the execution of works against the approved Bills of Quantities and architectural/as-built drawings to ensure no technical scope creep or unauthorized material substitution occurs.

  6. Prepare regular technical progress reports, site visit notes, quality observations, measurement records, and photographic documentation to support contract management, payment verification, donor reporting, and final handover.

  7. Oversee the technical implementation of universal design specifications, ensuring the correct construction of ramps, grab bars, adapted washbasins, and Inclusive Learning Rooms for children with disabilities.

  8. Oversee the commissioning phase, ensuring formal testing and certification of electrical distribution, medical gases, biomedical equipment, and water quality clearance.

Formation / Diplômes :

  1. Audit the final handover packs from contractors, ensuring all technical documentation, including as-built drawings, preventive maintenance schedules, warranties, and operator training records, is complete and ready for transfer to the respective Directorates of Health and Education.

  2. Oversee the safe procurement, transport, storage, and handling of specialized chemical cleaning materials (e.g., those used for fossilized sediment removal during site clearance), ensuring strict adherence to Occupational Health and Safety standards and Material Safety Data Sheets.

  3. Ensure contractor compliance with environmental screening protocols and responsible waste management practices, including safe segregation, removal, and approved disposal of hazardous materials such as asbestos, medical waste, and construction debris, while monitoring site activities to reduce dust, debris, and water contamination risks, and prohibiting open waste burning at all rehabilitation sites.

Qualifications et compétences :

Formation : A bachelor’s degree in civil engineering is strictly required.

Expérience : 4–6 years of proven experience as a civil/site engineer, preferably in rehabilitation, construction supervision, quality control, BoQ verification, contractor management, and infrastructure works for health, education, NGO, private sector, or government projects.

Preferably, experience as a site engineer in the rehabilitation work of hospitals and schools.

Compétences techniques : Advanced proficiency in Microsoft 365, specifically Microsoft Excel, is required for complex bid analysis, financial auditing, and data tracking. Strong ability to read and evaluate architectural and structural BoQs.

Langues : Professional fluency in Arabic and intermediate proficiency in English (written and spoken) are required.
