GOAL, an international humanitarian and development agency established in 1977, is committed to working with communities to achieve sustainable and innovative early response in crises, and lasting solutions to poverty and vulnerability. With operations in 18 countries and a history of responding to major humanitarian disasters, GOAL began its Syria operations in 2013, focusing on conflict-affected communities in Aleppo, Idleb, and Lattakia Governorates, with plans for expansion. The Syria programme, implemented directly and through local partners, addresses Food and Nutrition Security, WASH, Shelter, Livelihoods/ERMS, and Emergency Response, emphasizing cash and voucher modalities.

GOAL Syria is seeking a MIS Officer to join its team in Idleb, Saraqeb. Reporting directly to the Deputy MIS Manager, the MIS Officer will coordinate with Project Deputy Managers to ensure timely and accurate collection of all data related to programme activities, including beneficiary lists and distribution details. This role supports GOAL projects by maintaining accurate and up-to-date data, improving information management, and adapting data collection and storage processes in the field.

Key Responsibilities:

  • Ensure accurate and up-to-date information for all programme activities, updating centralized records daily and storing them securely, with proper disaggregation of beneficiary data and tracking of no-shows and new arrivals.

  • Follow up on data discrepancies and errors, coordinating with relevant teams for correction.

  • Clean, process, and analyze data using Excel.

  • Directly manage MIS Assistants, providing technical guidance and support.

  • Review data processed by MIS Assistants using SQL or Power BI to ensure correctness and validity.

  • Assist the team in understanding and using MIS system configurations.

  • Manage information management systems for both hard and soft copy documentation, including scanning and storage.

  • Support the Deputy MIS Manager in developing data entry, collection, and storage tools, utilizing new technologies.

  • Contribute to improving tools and processes for data cleaning, validation, comparison, tracking, and reconciliation.

  • Validate data collected through CommCare and KoBoToolbox, auditing updates and ensuring timely corrections.

  • Maintain database structures and relationships, ensuring consistency and integrity, and report issues to the Deputy MIS Manager.

  • Update GOAL’s online system with distribution and beneficiary list data, as well as data from Selection and Verification teams and CFM/reverification processes.

  • Generate reports using Power BI and develop SQL queries for data extraction and analysis.

  • Track received documents and data against initial plans, reporting discrepancies.

  • Complete weekly reports for the Deputy MIS Manager.

  • Support maintenance and updates to MIS and web-based systems.

  • Perform other data management tasks as required.

  • Adhere to GOAL’s Code of Conduct, Child Protection Policy, and whistleblowing mechanisms.

Requirements (Essential):

  • Bachelor’s Degree from a recognized university, preferably in IT, Data Management, or a related field.

  • At least 2 years of relevant experience in data management, data entry, database administration, or a related field.

  • At least 1 year of experience with an NGO in humanitarian work.

  • Leadership and team management experience, with the ability to capacity build and motivate team members.

  • Excellent IT skills, including Microsoft Office, VBA, and programming in Excel.

  • Strong practical skills in SQL Server and relational database management.

  • Demonstrated skills in data analysis and reporting using Power BI.

  • Excellent attention to detail.

  • Experience in developing or improving data processing, validation, comparison, or follow-up tools.

  • Hard-working, proactive, and able to prioritize in a demanding workload.

  • Commitment to beneficiary accountability and humanitarian principles.

  • Understanding of digital data gathering technologies such as CommCare and KoBoToolbox.

Requirements (Desired):

  • Intermediate understanding of web-based systems and programming concepts; knowledge of C#, ASP.NET, or similar technologies.

  • Advanced English language skills (spoken, written, and reading).

General Terms and Conditions:

GOAL is committed to safeguarding children and vulnerable adults from abuse, exploitation, and harm. Rigorous background and reference checks are part of the selection process. GOAL has zero tolerance for safeguarding violations, and all staff must adhere to the Code of Conduct and Safeguarding policies, including PSEAH. Recruitment is subject to safeguarding checks.

GOAL is an equal opportunities employer. • •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
  • •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
  • •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
  • •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
  • •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
  • •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
