Job Summary: The Climate and Economic Justice Program Manager offers strategic direction, specialized technical expertise, and people leadership to steer Oxfam’s climate justice, economic justice, livelihoods, resilience, and inequality initiatives within the Southern Africa (SAF) Cluster. This position is tasked with guaranteeing that Oxfam’s climate and economic justice initiatives effectively tackle the underlying causes of poverty, vulnerability, and inequality by implementing high-caliber, partner-driven, evidence-based programs. These efforts must align with Oxfam’s global frameworks and the SAF Strategy (2026–2030). This role is responsible for ensuring programs are strategically developed, executed with precision, and strategically positioned to drive systems change across local, national, and regional levels. Under the direction of the Program and Influencing Lead, this position enhances thematic consistency within the Cluster while supporting broader nexus programming through robust alignment with gender justice, humanitarian action, governance, and policy objectives. It functions as the primary thematic authority on climate and economic justice, bridging program implementation, evidence development, partnership enhancement, and policy advocacy. This position is responsible for overseeing and fostering the growth of a geographically dispersed Climate and Economic Justice team spanning multiple countries, guaranteeing technical proficiency, seamless program execution, staff advancement, and cohesive strategic integration across all initiatives. This position drives Oxfam’s regional leadership in Southern Africa on inequality, climate adaptation, just economies, and inclusive development pathways by providing strategic direction, ensuring program quality, and strengthening external engagement.
EXPERIENCE
, KNOWLEDGE & COMPETENCIES: Essential A master’s degree in Development Studies, Economics, Environmental Studies, Social Sciences, or an equivalent field is required. Alternatively, a bachelor’s degree paired with relevant postgraduate or professional qualifications and at least ten years of substantial experience may be deemed acceptable. A minimum of six years of progressively responsible experience in climate justice, economic justice, livelihoods, and inequality programming is required. Minimum three years of experience in a leadership or management capacity within a team setting is required. Technical proficiency is essential, along with the capacity to align program design with strategic influencing and policy development initiatives. Accomplished professionals with a track record of leading teams, implementing multi-country initiatives, designing strategic programs, and engaging in policy development are encouraged to apply. Effective communication, analytical thinking, and sound decision-making abilities are required. Establishes and nurtures robust, trustworthy connections with both internal stakeholders and external partners and organizations. Proficient in both written and spoken English communication, with a demonstrated ability to effectively influence and persuade stakeholders. A demonstrated ability to maintain high levels of self-awareness, energy, stamina, and adaptability. Demonstrated success in collaborative team environments, with a strong track record of effectively working alongside colleagues from diverse teams. Dedication to upholding Oxfam’s safeguarding policies is essential to guaranteeing the safety and protection of every individual who interacts with the organization. Desirable Portuguese language capability Southern Africa regional experience Experience with humanitarian-development nexus Proficiency in regional policy frameworks and administrative systems is required. Capable of frequent travel, both locally and regionally, with flexibility to depart on short notice as required. The position is offered on a fixed-term basis for a duration of one year, with the possibility of renewal contingent upon the availability of funding.
