About the assignment
Reference: EC-MENA/2026/RP/0008 – Communication outreach and engagement on EU policies in North Africa, the Middle East and the Gulf (restricted procedure).
Contracting authority: European Commission, Directorate-General for the Middle East, North Africa and the Gulf (DG MENA).
The contract provides content and logistical support to DG MENA's day-to-day communication activities, including communication campaigns, social media content, events, and media relations, targeting audiences both within the European Union and across the wider MENA region.
Working language: English (French and Arabic occasionally required).
Duration: Up to 36 months.
What we are looking for
To deliver the three components of this contract, we are building a pool of non-key experts who can be mobilised quickly, sometimes at short notice, for part or all of the contract duration.
Profiles sought
We welcome expressions of interest from professionals with experience in one or more of the following profiles:
Events Manager, Script Writer / Copywriter, Influencer Manager, Campaign Specialist, Graphic Designer, Audio-visual Producer / Editor, Photographer / Photo Editor, Videographer, Social Media Manager, Online Content Manager, Trainer, Public Relations and Advertising Agent, Opinion Survey Analyst, Media Relations Coordinator, Media Analyst, Translator / Interpreter (including French and Arabic).
Requirements
Applicants should demonstrate:
Proven professional experience in the relevant profile.
Previous experience working with EU institutions and/or in the North Africa, Middle East and Gulf region is considered a strong asset.
Excellent command of English.
Knowledge of French and/or Arabic is highly desirable for several profiles.
Independence and absence of conflicts of interest.
Flexibility and availability to respond rapidly to assignments, including short-notice requests.
Selection process
Selected experts will be included in DEM's expert pool and will be considered for assignments as project needs arise.
Final mobilisation will be subject to:
Evaluation against the predefined selection criteria.
Verification of professional qualifications and experience.
Approval by the Contracting Authority before deployment.
