The Role:
Oxfam is looking for Program Quality Knowledge Management Coordinator
Key Responsibilities and Accountabilities
Leadership on Programme Quality 40%:
Adopt an advisory attitude, stay up to date with the latest thinking, undertake/commission organised reviews, research and analysis and spend time in reflective consideration to develop a comprehensive understanding of how programme quality can be achieved across country programmes
Working with the programme leads to ensure quality, coherence and impact of the SAF Cluster through monitoring and evaluation (plays and advisory and oversight role) of the impact of the various components of the programme.
Critically analyse programme strategies and approaches and facilitate appropriate change to ensure programme outcomes are sustainable.
Programme Learning and Development: 20%
Manage capturing, documentation and communication of innovation and best practices within/out country programme and share this across programmes, staff and partners
Support partner monitoring processes by contributing to qualitative and quantitative reporting standards and in close collaboration with relevant programme managers
Support the embedment of participatory approaches, in partner organisations
Organisational Management and compliance: 30%
Support in the development of quality control systems for Monitoring and Evaluation within the Country programme and ensure its implementation in conjunction with respective programme managers.
Writes and contributes to internal reports for country and region and external donor reports whilst ensuring quality programming and reporting
Support teams develop and deliver quality programmes in line with Oxfam’s approaches, policies and guidelines

Provide regular information, briefings and reports on activities of the country programme, including the support of donor and other visits to the programme;
Ensure good coordination between Oxfam and national authorities and NGOs;
As a member of the Programme Leadership Team contribute to the development and implementation of country strategy and develop and coordinate operational plans to achieve the strategy;
Actively participate in Oxfam

An ideal candidate for the role will also be / have:
Expérience
Master’s degree in Development Studies, Social Work, Project Planning or equivalent qualification. A Bachelor’s degree combined with relevant postgraduate or professional qualifications and significant experience of at least 10 years may be considered.
Fluent in English (verbal and written)
At least 6 years of experience in managing complex programs
Excellent knowledge of programme development and delivery approaches, tools, methodologies and best practices
Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice
Knowledge of statistical computer packages
Strong knowledge and understanding of gender, poverty and development issues in SAF Cluster
Understanding of a broad range of programme quality issues and the practical issues faced by programme managers in demonstrating impact
Minimum of 3 years’ experience in designing and implementing monitoring and evaluation frameworks and programmes
Experience in working in multi-sectoral programmes and ability to manage multiple priorities, work under pressure and deadlines
Demonstrable understanding and direct experience of long-term development, humanitarian and/or campaigns and advocacy workpreferably at management level
Evidence of leadership of impact assessment processes within an INGO or other institution
Demonstrable experience of developing and delivering successful training and staff development initiatives and in coaching teams
Experience of training staff and developing staff capacity. Able to take on a mentoring and coaching role.
Experience of monitoring and managing budgets of several million pounds.
Experience of establishing and using effective programme monitoring frameworks
