Background

The National Coordinator will oversee the strategic management and coordination of the five-year Joint Program ‘Accelerating Progress towards Rural Women’s Economic Empowerment’ (JP WEE) in Tanzania, a collaborative initiative led by FAO, IFA, UN Women, and WFP. By leveraging each agency’s mandate, expertise, and institutional strengths, the program fosters synergy to deliver transformative, large-scale improvements in the lives of rural women. Aligned with the principles of sustainable development and the 2030 Agenda, the program is designed to safeguard the livelihoods, rights, and resilience of rural women. Its core objectives include enhancing food security and nutrition, boosting incomes to strengthen livelihoods and resilience, empowering women to assume leadership roles and participate fully in community and governance structures, and advancing a policy environment that advances gender-responsive economic empowerment for rural women. The Joint Program in Tanzania operates as part of the global JP WEE initiative, which is currently being executed across five countries via the Multi Partner Trust Fund modality. In Tanzania, program implementation is directed by the lead agency, WFP, and supervised by a National Steering Committee comprised of senior representatives from the four participating agencies and government officials. A Technical Working Group, consisting of technical focal points from each of the four agencies, monitors and provides support for program implementation. Within the lead agency, a Program Management Unit—led by a National Coordinator and a MEAL (Monitoring, Evaluation, Accountability and Learning) Coordinator—oversees day-to-day management and execution. The National Coordinator is responsible for leading, coordinating, and ensuring the successful implementation of the program while maintaining close collaboration with all JP WEE stakeholders.

Job Purpose

The National Coordinator oversees the strategic planning, management, and execution of the Joint Program while serving as the primary liaison with key stakeholders. In close partnership with the technical focal points of the four participating agencies, the incumbent ensures seamless program delivery and engages with senior representatives from these agencies and government officials on governance matters. Central to this role is fostering synergies, maintaining robust coordination, and facilitating clear communication among participating agencies, implementing partners, and government entities. Additionally, the National Coordinator acts as the face of the Joint Program to government bodies and external stakeholders, enhancing its visibility and impact. Participation in coordination activities led by the Global Coordination Unit and engagement in global-level learning forums further enable the exchange of best practices and cross-fertilization of ideas. As the in-country representative of the JP WEE, the National Coordinator operates from the lead agency while collaborating closely with the four participating agencies.

Key Accountabilities (not all-inclusive)

Coordination

Lead the coordination of the Joint Program on Rural Women’s Economic Empowerment (JP WEE), overseeing the program’s management for both internal stakeholders—participating organizations—and external partners, including implementing agencies, governmental bodies, and other relevant stakeholders. Organize and preside over monthly Technical Working Group meetings to facilitate collaboration and decision-making among members. Organize National Steering Committee meetings as well as other necessary engagements with government representatives and JP WEE stakeholders. Organize and chair a coordination platform that convenes participating agencies, implementing partners, and other local stakeholders—including local government—on a bi-annual schedule and as required. Spearhead the coordination and execution of multi-stakeholder forums and events with precision and strategic oversight. Serve as a key point of contact, delivering timely updates to senior management—including the UN Resident Coordinator—and government representatives as needed. Provide frequent updates and ensure prompt responses to inquiries from the Global Coordination Unit. Participate in National Coordinator meetings hosted by the Global Coordination Unit.

Programme Management and Implementation

To facilitate a prompt launch of the program, commence operations in strict adherence to the agreed-upon inception and start-up schedules. To establish and maintain robust frameworks for program planning, implementation, and monitoring, ensuring their effective operation and continuous improvement. Responsibilities include ensuring the program’s execution aligns precisely with the approved proposal and the annual work plan. Responsibilities include leading the preparation of the annual work plan and budget, providing constructive feedback to the four collaborating agencies, and submitting the finalized plan to the Global Coordinator while ensuring all specified requirements are met. Collaborate with the technical working group to resolve any implementation obstacles promptly and develop effective solutions. Organize and facilitate collaborative field visits to the program among participating agencies, as well as arrange targeted field visits with government representatives when necessary. Guarantee program expenditures align with the approved work plan and promptly address any instances of overspending or underspending. Verify adherence to program performance indicators and milestones set by the Global Coordination Unit, implementing corrective actions when necessary to ensure sustained progress. Foster program innovation and guarantee agencies fully leverage their pertinent technical expertise.

Monitoring and Reporting

Ensure the execution of the Monitoring and Evaluation (M&E) system in strict accordance with the approved M&E plan, as directed by the MEAL Coordinator. Oversee the quarterly review processes in collaboration with participating agencies and implementing partners. Convene annual review workshops for JP WEE stakeholders to facilitate comprehensive evaluations and strategic discussions. A complaints response mechanism must be established and maintained for the program to ensure accountability and responsiveness. The responsibility involves managing the execution of baselines, Edline studies, mid-term evaluations, and final assessments, all of which are led by the MEAL Coordinator. Ensure agency reports are submitted accurately and promptly. Offer constructive critiques and evaluations of agency reports to ensure accuracy and quality. Compile and finalize country-level annual and bi-annual reports for donors by gathering reporting data from relevant agencies, authoring the documents, and ensuring they meet the quality standards and submission guidelines before forwarding them to the Global Coordination Unit.

Knowledge Management and Learning

Provide strategic direction and leadership for the creation and execution of a knowledge management plan tailored to the program’s objectives. Foster the growth of a learning-centric culture throughout the program and promote the adoption of its methodologies by external agencies. Organize and facilitate experience-sharing sessions, engaging participating agencies, implementing partners, and beneficiaries to foster collaborative learning and knowledge exchange. Document and disseminate best practices and key learnings emerging from program implementation to facilitate broader replication and application. Ensure the participating agencies consistently utilize the program’s globally managed knowledge management system, contributing relevant information to the platform as needed. Engage actively in the global learning and knowledge management initiatives coordinated by the Global Coordination Unit, while fostering cross-fertilization and South-South learning exchanges within the broader global program framework.
