- Design and planning of technical WASH programs are to be undertaken.
Design and plan national WASH strategy Develop comprehensive implementation strategies within the scope of technical accountability. Devises comprehensive annual operational strategies within the specialized field of technical proficiency. Devises and enforces a procurement strategy that fully complies with established organizational policies and regulatory standards. Implemented WASH initiatives in compliance with international WASH standards and specific donor requirements. End Results Technical guidance, supervision & quality assurance (25%) To perform evaluations of water supply services, encompassing water supply and sanitation systems, while conducting ongoing monitoring of water quality standards. To contribute expert insights in the examination and assessment of water service tariffs and pricing structures.
- Tracking projects from initiation through completion, encompassing all phases including feasibility assessment, design, construction, and handover or providing supervision for specific sections of a larger project. Progress reports must be submitted punctually to all designated partners to ensure transparency and accountability in project developments. Prepares Bill of Quantities (BOQ) in strict compliance with National Standards, ensuring accurate and standardized documentation for construction projects.

- Provide technical supervision of the programme Remain continuously informed regarding the provision of indirect support for service implementation. Evaluate and monitor the quality of implementation to ensure adherence to established standards, governmental regulations, and the strategic plans outlined in TP/DIP documents. Conduct assessments in the field to evaluate quality, actively seeking input from community members and stakeholders to gather comprehensive feedback. Quality WASH initiatives are executed efficiently and delivered on schedule, ensuring adherence to high standards throughout the implementation process. Developed Bills of Quantities (BOQ’s) in strict adherence to national regulations and WASH international standards. Technical design and implementation of WASH projects account for 15% of the role’s responsibilities. Experienced in overseeing construction sites, administering site operations, ensuring quality assurance and control, preparing accurate estimates, and compiling detailed reports. Administer contracts diligently and oversee project execution to guarantee timely completion of all deliverables.
- Develop, strategize, and execute WASH project initiatives within AP and Grants. Collaborate effectively with the local contractor to develop and implement comprehensive plans and designs for all solar electrification systems. Quality construction of WASH projects is ensured through rigorous monitoring and robust support throughout the design, planning, and implementation phases.

- Monitoring and evaluation of WASH activities Employ field data to prepare comprehensive reports and actively support organizational learning and quality enhancement initiatives.
- Facilitate the documentation and dissemination of lessons learned and best practices to enhance organizational knowledge and decision-making processes.
- Knowledge management We contribute to research initiatives aimed at assessing program quality and effectiveness, while simultaneously evaluating novel strategies and innovative methodologies. - Participating and supporting WV non-sector activities KNOWLEDGE/QUALIFICATIONS FOR THE ROLE Required Professional Experience A minimum of three years of hands-on experience in the implementation of WASH hardware is required. Required Education, training, license, registration, and certification A bachelor’s degree in Water Engineering, Environmental Engineering, Civil Engineering, Irrigation Engineering, Municipal & Industrial Services, or a related field—or equivalent practical experience—is required. Professionally registered by the Engineering Registration Board (ERA) as a licensed Professional Engineer (PE). Preferred Knowledge and Qualifications Skilled in utilizing computer applications, with proficiency in AutoCAD, Arch CAD, EPA NET, hydraulic Excel calculations, and structural analysis software.
