The SHINE Project is currently seeking a dedicated MEAL Officer to oversee and implement robust Monitoring, Evaluation, Accountability, and Learning frameworks. Responsabilités

  • Responsible for securing and managing land rights for projects, ensuring legal compliance and proper documentation. Requires thorough knowledge of property laws, negotiation skills, and the ability to conduct due diligence on land titles. Primary responsibilities include identifying suitable land parcels, engaging with landowners and local authorities, drafting and reviewing agreements, and resolving any disputes that may arise. Must collaborate with legal teams, surveyors, and other stakeholders to validate land ownership and verify boundary disputes. ZOO Uganda is currently recruiting for the role of MEAL Officer to provide support to the UNICEF SHINE Project, situated in Moro to. Job Purpose The MEAL Officer will oversee Monitoring, Evaluation, Accountability, and Learning initiatives within the UNICEF SHINE Project. This position ensures rigorous tracking of project results, maintains high standards for data collection and analysis, upholds accountability to stakeholders, and facilitates documentation of insights to enhance program effectiveness. The officer will assist in designing and executing MEAL systems, tools, and methodologies to assess project outputs, outcomes, and impact, while maintaining adherence to ZOO and donor requirements. The SHINE Project is dedicated to expanding equitable, inclusive, safe, and high-quality educational opportunities for children and adolescents in the Saratoga region, with a special focus on girls, children with disabilities, pastoralist children, adolescent mothers, and other marginalized groups. Oversee and execute a comprehensive range of critical duties, including but not limited to strategic planning, team leadership, and operational oversight, to ensure organizational objectives are met efficiently and effectively. Develop and implement policies, procedures, and best practices to enhance productivity, streamline workflows, and maintain high standards of quality across all initiatives. Collaborate closely with cross-functional teams to align goals, foster innovation, and drive continuous improvement in processes and performance metrics. Additionally, monitor progress through detailed reporting, data analysis, and performance evaluations to identify opportunities for growth and address operational challenges proactively. Monitoring Develop and execute comprehensive MEAL systems, frameworks, tools, and processes that align with ZOO standards and are tailored to the specific objectives of each project. The role involves contributing to the creation and enhancement of MEAL plans, Indicator Tracking Tables, Data Collection Tools, Standard Operating Procedures (SOPs), Terms of Reference (Tors), and data protocols. Collaborate closely with project teams to facilitate the timely acquisition of precise and pertinent data. Facilitate collaborative monitoring visits by coordinating schedules and logistics with project teams, partners, government stakeholders, and other key participants to ensure comprehensive oversight and alignment of initiatives. Enhance the implementation and efficacy of digital data collection tools, including KoboCollect, Comm Care, and OK, to optimize field operations and data integrity. Spearhead the analysis, visualization, and interpretation of MEAL data, ensuring findings are presented effectively to stakeholders. Prepare the necessary data and information required for compiling donor and internal project reports. Convene and perform comprehensive Data Quality Audits and Data Quality Assessments in collaboration with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator to ensure accuracy, consistency, and reliability of data collected. Support the development of staff and partners’ capacities in Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, as well as proficiency in utilizing relevant tools, executing data collection processes, and preparing accurate reports. Responsibilities include overseeing the production of high-quality visibility materials for projects, such as flyers, leaflets, project information sheets, and community engagement resources, to ensure consistency and professionalism in all deliverables. The position involves conducting thorough evaluations to assess performance, progress, and outcomes, ensuring alignment with organizational goals. Responsibilities include analyzing data, preparing detailed reports, and providing actionable insights to stakeholders. The role requires strong analytical skills, attention to detail, and the ability to interpret results accurately. Experience with evaluation frameworks, methodologies, and tools is essential, along with proficiency in relevant software. Effective communication and collaboration with teams are necessary to facilitate informed decision-making and continuous improvement. Assist in developing assessments, evaluations, and research studies to ensure comprehensive and effective measurement of outcomes. Develop and assess evaluation Terms of Reference with precision and thoroughness, ensuring alignment with organizational objectives and methodological best practices. Engage actively in the consultant and firm selection processes to conduct assessments and evaluations. Coordinate internal and external assessments in partnership with the MEAL Coordinator, Project Manager, Deputy Project Manager, technical teams, and external partners. Evaluate and enhance assessment reports by offering constructive feedback and insights to improve their quality and effectiveness. As the primary liaison for MEAL-related assistance within the SHINE Project, you will play a central role in ensuring the effective implementation and oversight of monitoring, evaluation, accountability, and learning initiatives. You will be responsible for ensuring that all actions, decisions, and outcomes align with established goals and standards, demonstrating a strong commitment to ownership and follow-through. Your role requires meticulous tracking of progress, timely completion of tasks, and a proactive approach to addressing any deviations or challenges that may arise. Additionally, you must maintain transparency in reporting results and be prepared to justify decisions when necessary.
  • Assist in executing ZOO’s obligations aligned with the Core Humanitarian Standard (CHS). Ensure that Feedback and Complaints Mechanisms (FCM) remain fully operational, readily available, and effectively administered. Facilitate meaningful engagement within the community and integrate the perspectives of impacted groups to enhance program effectiveness. Provide comprehensive training to staff, partners, beneficiaries, and stakeholders on established feedback and complaints procedures to ensure consistent understanding and application. Ensure meticulous documentation of all feedback and complaints received, maintaining precise and comprehensive records throughout.

  • Facilitate seamless cooperation between the MEAL and program teams to ensure cohesive project execution. Participate actively in MEAL networks and coordination platforms alongside governmental authorities, UN agencies, non-governmental organizations, and implementing partners. Oversee additional duties as assigned to ensure comprehensive support for operational success, including special projects and cross-functional initiatives that may arise. Execute additional tasks as directed by the supervisor, ensuring alignment with established priorities and objectives. Seeking candidates with a minimum of three years of relevant experience, a Bachelor’s degree in Business Administration, Finance, or a related field, and proficiency in Microsoft Office Suite. Strong analytical skills, exceptional attention to detail, and the ability to work independently are required. Responsibilities include managing project timelines, preparing financial reports, and collaborating with cross-functional teams to achieve organizational goals. Excellent communication skills and a proactive approach to problem-solving are essential. A relevant Bachelor’s Degree is required, with preferred fields including Statistics, Quantitative Economics, Development Studies, Social Sciences, Population Studies, Anthropology, or related disciplines. A postgraduate diploma in Monitoring and Evaluation would be considered a beneficial qualification. With a proven track record in the field, candidates must demonstrate substantial professional experience in a relevant domain. Prior roles should showcase a consistent ability to deliver measurable results, adapt to dynamic environments, and collaborate effectively across teams.
