Position: Health, Safety, and Environmental (HSE) Officers are responsible for developing, implementing, and maintaining policies and procedures to ensure workplace compliance with health, safety, and environmental regulations. They conduct risk assessments, perform regular inspections, and investigate incidents to identify hazards and implement corrective measures. Additionally, they provide training to employees on safety protocols, emergency response procedures, and environmental best practices. HSE Officers collaborate with management to foster a culture of safety, ensure regulatory adherence, and minimize operational risks. Strong communication and leadership skills are essential for effectively promoting safety initiatives and ensuring organizational compliance. Location: Mwense District, Zambia Employment Type: CONTRACT China Civil Engineering Construction Corporation (CC ECC) is currently seeking applications from highly skilled and experienced professionals to fill the role of Health, Safety, and Environment (HSE) Officer for an active bridge construction project located in Sense District, Zambia. Key Responsibilities Design, execute, and oversee Health, Safety, and Environmental (HSE) management systems specifically tailored for the bridge project to ensure compliance and operational excellence. Ensure adherence to Zambian occupational health, safety, and environmental laws, as well as CC ECC’s HSE policies and standards. Perform hazard identification, assess risks, and conduct routine safety inspections of work sites. Prepare, compile, and deliver HSE reports, records, and other essential project documentation as required. Develop, execute, and enhance Health, Safety, and Environment (HSE) procedures, policies, and management frameworks to ensure compliance and operational excellence. Deliver comprehensive safety inductions, facilitate engaging toolbox talks, lead targeted awareness campaigns, and provide essential training sessions for both employees and subcontractors. Conduct thorough examinations of accidents, incidents, and near misses, and propose corrective and preventive actions to mitigate future risks. Oversee environmental protection initiatives and verify adherence to environmental management plans. Cultivate and uphold a robust safety culture throughout every phase of project execution. Develop and oversee comprehensive strategies for emergency preparedness and response initiatives. Collaborate closely with project management teams, engineers, supervisors, subcontractors, and applicable regulatory authorities to uphold and enhance HSE performance standards. Minimum Qualifications A minimum of a Bachelor’s degree in one of the specified fields is required. o Environmental Engineering o Safety Engineering o Civil Engineering o Environmental Science o Sustainable Development For roles involving community relations responsibilities, a background in Sociology is required. o Engineering Management Experience Minimum 3–5 years of hands-on experience in Health, Safety, and Environment (HSE) management is required. Proficiency in road construction, bridge construction, or both is an essential requirement for this position. Proficiency in managing substantial infrastructure or civil engineering initiatives is considered advantageous. Proficient in occupational health, safety, and environmental management principles, along with relevant legislative requirements, is essential. Skilled in producing technical reports, developing HSE documentation, and ensuring meticulous record-keeping. Demonstrates a strong track record in designing, executing, and sustaining Health, Safety, and Environment (HSE) management systems and associated procedures. Demonstrates exceptional analytical capabilities, strong communication skills, excellent interpersonal interactions, and highly effective organizational abilities. Capable of assessing potential risks and developing and executing appropriate mitigation strategies to address them. Demonstrates strong working knowledge of Microsoft Office applications, with specialized expertise in Word, Excel, and PowerPoint. Demonstrates resilience in fast-paced settings while collaborating effectively across diverse project teams.
