Health, Safety & Environment (HSE) Officer is responsible for implementing and monitoring health, safety, and environmental policies and procedures to ensure compliance with regulatory standards. The officer will conduct regular inspections, risk assessments, and safety audits to identify potential hazards and mitigate risks. Additionally, they will provide safety training to employees, investigate incidents, and report findings to management to prevent future occurrences. China Civil Engineering Construction Corporation (CC ECC) is currently seeking applications from qualified and experienced professionals for the role of Health, Safety & Environment (HSE) Officer. Responsabilités

  • We are responsible for upholding compliance with Zambian occupational health, safety, and environmental legislation, in addition to adhering to CC ECC’s HSE policies, procedures, and standards. Performing comprehensive hazard identification, executing detailed risk assessments, and carrying out routine safety inspections across designated sites are core duties of this role. Responsibilities include compiling, verifying, and finalizing HSE reports, records, and project documentation prior to submission. Developing, executing, and enhancing Health, Safety, and Environmental (HSE) procedures, policies, and management frameworks. Facilitates safety inductions, toolbox talks, awareness campaigns, and HSE training sessions for employees and subcontractors. Conduct thorough examinations of accidents, incidents, and near misses, followed by the formulation and proposal of suitable corrective and preventive measures. Responsibilities include overseeing environmental protection initiatives and verifying adherence to established environmental management plans. Fostering a robust safety culture throughout all project activities is essential. Developing and overseeing emergency preparedness and response strategies is a key responsibility. This role involves planning, implementing, and managing initiatives to ensure readiness and effective action during crises. Collaborating efficiently with project management teams, engineers, supervisors, subcontractors, and applicable regulatory authorities to uphold and enhance HSE performance standards. Minimum Qualifications Applicants must possess: A minimum of a Bachelor’s degree or higher in one of the following fields: o Environmental Engineering o Safety Engineering o Civil Engineering As a dedicated professional in Occupational Health and Safety (OHS), you will play a pivotal role in fostering a secure and compliant work environment. Your primary responsibility involves identifying potential workplace hazards, conducting comprehensive risk assessments, and implementing robust safety protocols to mitigate risks. Additionally, you will ensure strict adherence to all relevant OHS regulations, standards, and company policies, while also providing ongoing safety training and awareness programs for employees. Collaboration with cross-functional teams will be essential to integrate safety measures into daily operations, and you will serve as a key resource for addressing any safety concerns or incidents. Strong analytical, communication, and problem-solving skills are required to effectively fulfill these duties, along with a thorough understanding of OHS principles and regulatory frameworks. Your commitment to continuous improvement and proactive risk management will be vital to maintaining a culture of safety excellence within the organization. Environmental Science or a closely related discipline constitutes the minimum educational prerequisite for this role. Experience and Skills Minimum of 3 years’ Seeking professionals with a proven background in Health, Safety, and Environmental (HSE) management, specifically within the construction or civil engineering sectors. Candidates with prior involvement in bridge or large-scale infrastructure projects will be highly regarded. Proficiency in Zambian occupational health, safety, and environmental legislation is required. Professional HSE certification Conducted comprehensive risk assessments, performed thorough safety inspections, investigated incidents thoroughly, and ensured adherence to environmental compliance standards. Proven ability to produce high-quality reports, articulate complex information clearly, and effectively engage with stakeholders at all levels. Demonstrates strong interpersonal skills to foster collaborative relationships and deliver polished presentations with confidence and clarity. Demonstrated expertise in utilizing Microsoft Office applications is required. Proven capability to function effectively both autonomously and as part of a cross-functional team within collaborative project settings.
