As the legally mandated regulatory body overseeing Zambia’s capital markets, this institution was established under the Securities Act of Zambia. Securities Act No. 41, enacted in 2016, establishes regulatory provisions governing securities transactions and market conduct to ensure investor protection and market integrity. The Commission oversees the regulation, supervision, and advancement of Zambia’s capital markets, aiming to ensure fairness, efficiency, and transparency. Its primary objectives include protecting investor interests while fostering sustainable economic growth. The Commission extends an invitation to qualified, experienced Zambian nationals who possess innovative capabilities to submit applications for the following positions:
1.0 Manager – Regulatory Sandbox
The Regulatory Sandbox Manager will oversee the development, implementation, and administration of the regulatory sandbox framework, ensuring compliance with applicable laws while fostering innovation. This role requires a deep understanding of financial services regulations, risk management, and regulatory engagement strategies to facilitate controlled testing of emerging technologies. Key responsibilities include coordinating with stakeholders, evaluating sandbox applications, monitoring participant progress, and reporting outcomes to senior leadership. The ideal candidate must demonstrate expertise in regulatory policy, project management, and cross-functional collaboration, with a proven ability to balance innovation with regulatory safeguards.

Job Purpose
To oversee the Regulatory Sandbox participants, ensuring that proposed innovations meet the necessary criteria for deployment in the capital markets.
Key Result Area / Principal Accountabilities
i. Supervisory Frameworks: Develop and oversee the implementation of admission and supervisory frameworks, methodologies, and tools to ensure the effective execution of supervisory activities.
ii. Regulatory Sandbox Admissions: Oversee the evaluation and processing of applications to ensure the smooth admission of participants into the Regulatory Sandbox.
iii. Conducting both offsite and onsite evaluations to assess compliance with established standards, policies, and regulatory requirements. Conduct both onsite and offsite evaluations of Regulatory Sandbox participants to verify adherence to pre-established test plans and applicable regulatory standards.
iv. Performance Management: Develop and execute work plans while implementing the Performance Management System to oversee, assess, and improve performance outcomes.
v. Management: Oversee the allocation and utilization of human, financial, and other essential resources to ensure the successful achievement of unit goals and objectives.

Qualifications / Requirements
Eighteen (18) years of secondary education culminating in the completion of the Grade Twelve School Certificate. A recognized bachelor’s degree in finance or a comparable academic credential is required. All credentials must undergo verification by the Zambia Qualifications Authority (ZARA).
Minimum Relevant Work Experience
Minimum of six years of professional experience within a related field is required.
Manager – Strategy and Policy
This role is responsible for developing and implementing strategic initiatives and policies to drive organizational growth and operational efficiency. Key responsibilities include analyzing market trends, advising leadership on long-term objectives, and ensuring alignment between corporate strategy and business practices. The ideal candidate will possess strong analytical skills, leadership experience, and the ability to influence stakeholders at all levels. Additionally, expertise in policy formulation, regulatory compliance, and data-driven decision-making is essential.

Job Purpose
To oversee the creation, execution, and evaluation of institutional strategies and policies, ensuring they support evidence-based decision-making and the achievement of the Commission’s strategic goals.
Key Result Area / Principal Accountabilities
i. Strategic Planning: Oversee the formulation, execution, and assessment of the Strategic Plan to ensure institutional objectives are achieved effectively.
ii. Corporate Planning: Oversee the annual institutional work plans and align departmental strategies with the Strategic Plan to guarantee the successful execution of institutional priorities.
iii. Policy Development: Oversee the creation and evaluation of institutional and regulatory policies to support evidence-based decision-making processes.
iv. Policy Coordination: Oversee the execution of policies and conduct regular assessments to verify alignment with institutional goals and compliance with regulatory standards.
We are seeking a skilled professional to oversee and assess Monitoring and Evaluation (M&E) frameworks. This role involves designing, implementing, and maintaining comprehensive M&E systems to track progress, measure outcomes, and evaluate the effectiveness of programs and initiatives. The ideal candidate will have expertise in developing data collection tools, analyzing performance metrics, and generating actionable insights to inform strategic decision-making. Proficiency in M&E methodologies, strong analytical skills, and experience with relevant software tools are essential. The position requires a proactive approach to identifying trends, addressing gaps, and ensuring alignment with organizational goals and donor requirements.
v. Develop and oversee monitoring and evaluation frameworks to enhance institutional performance measurement.
vi. Monitoring and Evaluation: Oversee the tracking and assessment of institutional programs and strategic initiatives to evaluate performance and drive ongoing enhancements.
vii. Institutional Performance Reporting: Prepare strategic performance reports, institutional scorecards, and Board reports to support data-driven decision-making processes.
viii. Performance Management: Oversee the formulation and execution of strategic work plans, while deploying the Performance Management System to systematically track, assess, and optimize performance outcomes.
ix. Management: Oversee the allocation and utilization of human, financial, and other critical resources to ensure the successful achievement of departmental goals and objectives.
