Job Context

Within the Complex Operations Unit, Procurement and Financial Management Division of Projects, the Field Procurement Officer based at the Kampala Regional Hub will be responsible for planning, implementing, and monitoring project procurement activities in areas associated with the Regional Hubs, in order to fulfill the Bank's development mandates. This role ensures compliance with procurement directives to prepare, evaluate, implement, and complete approved development projects in assigned countries. He/she also contributes to the development of policies and strategies as well as capacity building in the field of project procurement.

Main Responsibilities

Policies, Procedures, and Processes:

  • Ensure effective implementation of policies and procedures in accordance with the Bank's Procurement Directives.

  • Provide technical advice to beneficiary project teams via the Operations Team Leader (OTL) in the preparation of project procurement plans.

  • Contribute to the development of procurement policies and procedures, taking into account the needs of member countries, the priorities of the Corporate Group, and best practices of other Multilateral Development Banks (MDBs).

Project Procurement Management:

  • Ensure facilitation and support for the implementation of project procurement at entry, during implementation, and at completion, to improve the overall quality of project management and delivery.

  • Support risk assessment in projects in accordance with Procurement Directives and follow up with relevant parties to maintain acceptable risk mitigation measures.

  • Contribute to the development of project concept notes, preparation, and evaluation of projects to provide necessary procurement advice.

  • Organize project launch workshops, facilitate staff briefings, and provide necessary support to country portfolios.

  • Review and approve procurement documents (RfP, BD, PQD, EoL, GPN, SPN, etc.) received from beneficiaries and ensure their compliance with corporate requirements.

Customer Service:

  • Contribute to resolving procurement issues of various stakeholders, including those related to complaint handling in accordance with directives, to deliver required service levels in all stakeholder interactions.

Capacity Building:

  • Contribute to capacity building of relevant stakeholders by organizing and preparing specialized workshops on project procurement policies and procedures, in accordance with corporate procurement directives, both internally and externally.

  • Ensure effective implementation of the policies and procedures as per the Procurement Guidelines of the Bank.
  • Provide Technical advice to the project teams of the beneficiaries through the Operations Team Leader(OTL) in the preparation of project procurement Plans.
  • Contribute to the development of procurement policies and procedures, considering the Member Countries’ needs, the Company's Group priorities, and the best practices in other MDBs. Project Procurement Management:
  • Extend Project Procurement Facilitation and Implementation Support at entry, during implementation, and at completion to improve quality in the overall project management and delivery.
  • Provide support in risk assessment in projects as per the Procurement Guidelines and follow up with the parties concerned to maintain acceptable risk mitigation measures.
  • Support in the elaboration of project concept notes, preparation, and appraisal of projects to provide the required advice on procurement matters.
  • Organize project start-up workshops, conduct staff briefings, and provide necessary support for the Country portfolios.
  • Reviewing and clearance of Procurement Documents (RfP, BD, PQD, EoL, GPN, SPN, etc.) received from the beneficiaries and ensuring their compliance with the company requirements. Customer Service:
  • Contribute to the resolution of procurement issues from various stakeholders, including those related to inputs in complaints handling as per the guidelines, to deliver the bank’s required levels of service in all interactions with stakeholders. Capacity Development:
  • Contribute to the capacity development of concerned stakeholders through organizing and preparing specialized workshops on project procurement policies and procedures as per the procurement guidelines of the company, both internally and externally. Reporting:
  • Contribute to the preparation of Country Procurement Assessment Reports (CPAR), Country Portfolio Performance Review (CPPR) & Project Procurement Audit Reports.
  • Prepare periodic briefs on procurement-related issues to ensure concerned parties are briefed regularly on project activities. Requirements: Academic and Professional Qualifications:
  • Bachelor’s degree in Engineering or related field.
  • Certification in purchasing/procurement would be preferred.
  • Minimum 5 years of experience in project procurement in a multi-lateral sector.
