Job Context
Within the Complex Operations Unit, Procurement and Financial Management Division of Projects, the Field Procurement Officer based at the Kampala Regional Hub will be responsible for planning, implementing, and monitoring project procurement activities in areas associated with the Regional Hubs, in order to fulfill the Bank's development mandates. This role ensures compliance with procurement directives to prepare, evaluate, implement, and complete approved development projects in assigned countries. He/she also contributes to the development of policies and strategies as well as capacity building in the field of project procurement.
Main Responsibilities
Policies, Procedures, and Processes:
Ensure effective implementation of policies and procedures in accordance with the Bank's Procurement Directives.
Provide technical advice to beneficiary project teams via the Operations Team Leader (OTL) in the preparation of project procurement plans.
Contribute to the development of procurement policies and procedures, taking into account the needs of member countries, the priorities of the Corporate Group, and best practices of other Multilateral Development Banks (MDBs).
Project Procurement Management:
Ensure facilitation and support for the implementation of project procurement at entry, during implementation, and at completion, to improve the overall quality of project management and delivery.
Support risk assessment in projects in accordance with Procurement Directives and follow up with relevant parties to maintain acceptable risk mitigation measures.
Contribute to the development of project concept notes, preparation, and evaluation of projects to provide necessary procurement advice.
Organize project launch workshops, facilitate staff briefings, and provide necessary support to country portfolios.
Review and approve procurement documents (RfP, BD, PQD, EoL, GPN, SPN, etc.) received from beneficiaries and ensure their compliance with corporate requirements.
Customer Service:
- Contribute to resolving procurement issues of various stakeholders, including those related to complaint handling in accordance with directives, to deliver required service levels in all stakeholder interactions.
Capacity Building:
- Contribute to capacity building of relevant stakeholders by organizing and preparing specialized workshops on project procurement policies and procedures, in accordance with corporate procurement directives, both internally and externally.
