Responsible for supporting procurement activities by coordinating with suppliers, negotiating contracts, and ensuring timely delivery of goods and services, the Assistant Procurement Officer plays a key role in maintaining efficient supply chain operations. This position involves preparing purchase requisitions, reviewing bids, and verifying vendor compliance with organizational standards. Additionally, the role requires maintaining accurate records, tracking expenditures, and collaborating with cross-functional teams to align procurement strategies with business objectives. Strong analytical skills, attention to detail, and proficiency in procurement software are essential, along with the ability to communicate effectively with stakeholders at all levels. A minimum of two years of procurement experience, preferably in a related industry, is required, along with a bachelor’s degree in business administration, supply chain management, or a relevant field. We seek a highly motivated professional to join the Ministry of Water and Environment, overseeing critical initiatives in water resource management and environmental conservation. The ideal candidate will possess a degree in Environmental Science, Engineering, or a related field, along with at least five years of relevant experience in policy development, project implementation, or regulatory compliance. Key responsibilities include formulating strategies to enhance water security, conducting environmental impact assessments, and collaborating with stakeholders to promote sustainable practices. Strong analytical skills, proficiency in data-driven decision-making, and excellent communication abilities are essential for success in this role. Responsible for overseeing the central administrative functions of the organization, the Head Office ensures alignment with strategic objectives and maintains operational efficiency across all departments. This role involves managing executive leadership, facilitating communication between corporate and regional offices, and providing oversight to key administrative processes. Additionally, the Head Office plays a critical role in policy implementation, compliance monitoring, and fostering a cohesive corporate culture. Candidates must possess extensive leadership experience, strong analytical skills, and the ability to drive organizational growth while upholding high standards of governance and accountability. Experience in a government, civil service, or corporate administrative environment is preferred, along with strong problem-solving and multitasking abilities to meet deadlines in a fast-paced setting. Background The Government of Uganda (You), acting through the Ministry of Water and Environment, has secured funding from the Islamic Development Bank (ISDN) and the Arab Bank for Economic Development in Africa (BADEN) to execute the Farm Income Enhancement and Forestry Conservation (FIE FOC) Program, specifically the Irrigation Schemes Development Project in Toyama, Naval, and Sip. The initiative’s primary goal is to enhance household incomes, bolster food security, and strengthen climate resilience by promoting sustainable natural resource management and fostering agricultural enterprise development. The project encompasses four key components: (i) development of agricultural infrastructure; (ii) promotion of agribusiness; (iii) implementation of integrated natural resource management; and (iv) project management oversight. To ensure effective execution, the Ministry of Water and Environment seeks to appoint qualified professionals capable of delivering specialized technical assistance across these areas as outlined below. A robust Project Management Unit must be established under component 4, as mandated by the FIEF Project implementation arrangement approved by the Bank, to strengthen the project staff’s capacity and facilitate seamless execution of the initiative. The Ministry of Water and Environment invites qualified individuals to submit applications for the positions listed below, provided they meet the necessary qualifications and possess relevant experience. Purpose The Administrative Procurement Officer (APO) will assist in developing and executing the procurement plan (P) in strict adherence to the procurement guidelines of the Government of Uganda (You), the Islamic Development Bank (ISDN), and the Arab Bank for Economic Development in Africa (BADEN), while coordinating with the Procurement and Disposal Unit (PDU). Additionally, the APO will collaborate with project technical personnel throughout all procurement-related activities to ensure that procurement processes are completed efficiently and within the required timelines. Oversee and execute a comprehensive range of duties and responsibilities essential to the role, ensuring alignment with organizational objectives. Manage key operational tasks, including strategic planning, team coordination, and performance evaluation, to drive productivity and efficiency. Collaborate across departments to implement policies, streamline processes, and maintain compliance with industry standards. Monitor progress, analyze outcomes, and provide actionable insights to senior leadership to support informed decision-making. Foster a culture of accountability, innovation, and continuous improvement while upholding professional integrity and ethical practices. Support the development and execution of the Procurement Plan, guaranteeing that all project procurements—including goods, services, and works—are meticulously planned for and acquired in full compliance with the Government of Uganda’s and donor-established procedures at every phase of the procurement lifecycle. Provide administrative support for the entire bid and proposal process, encompassing the issuance, receipt, and opening of submissions, as well as coordinating pre-bid meetings and conferences when required. Assist in developing and finalizing procurement documentation, including Expressions of Interest, Statements of Particular Needs, Bidding Documents, Requests for Proposals, Evaluation Reports, and Contracts, while collaborating with relevant project team members, operational departments, the Procurement and Disposal Unit (PDU), the Ministry’s Contracts Committee, and other stakeholders to facilitate timely procurement processes. Assist in maintaining comprehensive procurement files and records, ensuring all correspondence pertaining to procurement activities is properly documented and organized. Assist in compiling periodic status reports regarding the procurement of works, goods, and services for the project. Perform all additional tasks as directed by the Procurement Officer or the National Project Coordinator, as required. Seeking a candidate with a Bachelor’s degree in a relevant field, coupled with a minimum of three years of professional experience in a comparable role, preferably within the industry.
