Counsellor

• technical era in health data management and analysis – Specialization in Quantitative Studies and Analysis (EAQ)

The project recruits three people responsible for strengthening the quality, availability, analysis and use of health data in the regions of Central and Eastern Europe. Kara, the Central and Savanes. This offer relates only to the Quantitative Studies and Analysis (QAE) position; the other two specializations, Remote Management, Monitoring and Verification (DMCA) and Geographic Information Systems (GIS), are offered separately.

Assignment and taking up service

The position is based at Kara, Sokodé or Dapaong (Togo), with a planned start-up date of March 1, 2027, under a project contract attached to Compensation Band 4. Each person recruited will be assigned to one of these cities and will support regional structures as well as health districts in their region in improving their monitoring-evaluation and data management systems, in close collaboration with the project’s monitoring-evaluation team. In his application, the person is invited to indicate his region of preference among Kara, Sokodé and Dapaong, as well as its openness to an assignment in other regions.

The position requires specific expertise in quantitative studies and analysis (QAE). As such, the

• The licensee shall contribute to the design and conduct of quantitative studies, as well as to the processing, analysis and interpretation of health data. He
• It produces results and analyses to inform the monitoring of interventions, their management and evidence-based decision making. He
• It also contributes to the overall M&E framework of the project, the Data & M&E Hub of the GIZ portfolio in Togo and capacity building for institutional partners. His work aims to improve the quality, analysis and use of data.

Monitoring, evaluation and harmonization of approaches

He

• It contributes to the M&E system of the project as well as that of the interventions implemented in Togo within the framework of regional and global GIZ projects. To this end, he
• It collects, consolidates, validates, analyzes and monitors data on activities and indicators in close collaboration with the M&E team. He
• It contributes to the harmonization of methods, tools, indicators, procedures and reporting mechanisms. He
• It works closely with data managers in the other two regions to ensure consistent approaches, harmonized tools, data quality and consolidation of results across the project.

Data quality and digital tools

• the holder shall contribute to the quality assurance of the data, in particular by checking its completeness, consistency, accuracy, reliability and traceability. He
• It supports the organization and strengthening of monthly data quality reviews at regional and health district levels. He
• It contributes to the deployment, use and monitoring of digital data quality improvement tools, including Electronic Data Quality Review. – eDQR), DHIS2 dashboards and gamification tools to encourage regular data entry. He
• It contributes to the design and implementation of mechanisms for positive feedback and recognition of good practices in data quality, including by drawing on the results of reviews and digital tools. He
• It analyses the results of data quality reviews and eDQRs, identifies deficiencies and their causes, and supports the development, implementation and monitoring of improvement plans.

Support to structures and capacity-building
