President National Commission for Tax Mediation (CNMF)- Kinshasa

Main duties

The CNMF is seeking a President of the National Tax Mediation Commission to lead its work and ensure the administrative and financial management of the institution. An advisory, joint and independent body established by law, the CNMF examines persistent tax disputes between taxpayers and the Tax Administration, before any judicial remedy. The position is based at Kinshasaat the head office of the CNMF, for a five-year term that is non-renewable and not revocable, unless there is serious misconduct. Missions: Lead the work of the CNMF, ensure its administrative and financial management and lead the Permanent Secretariat. Preside over the Plenary Assembly and convene it every fortnight or, exceptionally, depending on the files to be examined. Establish the schedule and agenda of hearings, appoint a rapporteur for each case and appoint by letter the ad hoc representative of the requesting taxpayer. Divide votes in case of equality and prepare the annual draft budget as authorising officer. Ensure that reasoned opinions and annual activity reports are sent to the Minister of Finance, in order to help resolve disputes, ensure transparency, improve service to taxpayers and prevent their recurrence.
