Main duties

As part of the implementation of major road infrastructure projects, TALENTÉO CONSULTING SARL recruits on behalf of one of its clients a highly qualified Head of Mission in Civil Engineering (M/F). This recruitment is part of missions to control and supervise rehabilitation works and reinforcement of non-motorway urban roads, especially in environments with high population density. The projects concerned have important technical and organizational requirements, involving the simultaneous management of several work packages, the coordination of multidisciplinary teams and the respect of strict standards in terms of quality, safety, costs and deadlines. In this context, the role of the Head of Mission will be to ensure the proper execution of the work, to ensure the coordination of the various stakeholders and to ensure that the works carried out comply with technical and contractual requirements. 2. The Head of Mission in Civil Engineering will be responsible for the direction, coordination and general supervision of road works control missions. He will ensure the technical, administrative and organizational management of the supervision mission, ensuring the quality of the services performed by the control teams and compliance with the requirements of the client. He will be the main interlocutor between the project owner, the companies responsible for the execution of the works, the design offices and the various technical partners of the project. He will have to anticipate technical and organizational risks, monitor the performance of work, propose solutions adapted to the difficulties encountered and ensure effective communication between all stakeholders. The position requires strong civil engineering expertise, proven experience in overseeing complex road projects as well as advanced skills in project management and team management. Missions / Responsibilities / Activities

Responsibilities

A. General direction and coordination of the mission Provide technical and operational direction to the monitoring and supervision of the work. Organize, coordinate and supervise the activities of the various experts mobilized on the project. Define working methods, control procedures and tools for monitoring activities. Ensure proper division of responsibilities among members of the oversight team. Ensure the coordination of the different work packages and ensure the consistency of interventions. Organize and facilitate technical coordination and project monitoring meetings. B. Control and supervision of road works Oversee the rehabilitation and reinforcement of urban roads. Check the conformity of the work with the implementation plans, specifications and technical specifications. Control the respect of building standards and rules of art. Technical follow-up of earthworks, pavements, sanitation and related works. Ensure the quality of materials used and works carried out. Supervise inspections, technical tests and work acceptance operations. C. Project management and monitoring Develop and monitor work execution and supervision schedules. Control the physical progress of the work in relation to the objectives set. Identify risks that may affect the costs, timelines and quality of the works. Propose corrective measures in case of delay or non-compliance. Ensure compliance with the contractual commitments of the various stakeholders. Monitor performance indicators and project results. D. Manage and coordinate VRD experts, geotechnicians, topographers, ESHS and other specialists involved in the mission. Define operational priorities and organize interventions on the different sites. Ensure the proper flow of information between teams. Oversee the production and validation of technical documents. Foster collaboration and resolution of difficulties between the various stakeholders. E. Contractual and administrative management Ensure compliance with the contractual provisions applicable to the control mission. Review technical and administrative documents submitted by construction companies. Participate in the analysis of change requests and additional work. Contribute to the verification of accounts and work situations, in accordance with the responsibilities provided for in the contract. Monitor technical and contractual correspondence. Inform the client of major difficulties that may affect the execution of the project. F. Quality control, safety and compliance Ensure the application of quality assurance procedures on construction sites. Oversee the treatment of technical non-conformities. Ensure that environmental, social, hygiene and safety requirements are taken into account. Monitor the implementation of recommendations made by technical experts. Participate in the operations of provisional and final reception of works, according to the contractual provisions. G. Reporting and communication with stakeholders Develop and validate periodic mission progress reports. Produce technical syntheses and supervision reports for the client. Organize follow-up meetings and present the results of activities. Provide feedback on risks, delays and technical difficulties. Make strategic and operational recommendations to improve the execution of work. Job Requirements

Candidate profile

Bac Training+5 minimum in civil engineering or equivalent degree General experience At least 15 years of professional experience Specific experience Having worked as Head of Mission on at least 2 projects for the control and supervision of rehabilitation or reinforcement works of similar urban roads Nature of infrastructures Non-motorway roads in dense urban environment Urban environment Cities with at least 2 million inhabitants Regional experience At least 1 project in sub-Saharan Africa in the last 10 years Complexity of projects For each reference project
