International Consultant – MCM Pedagogical Manager: Multi-Victim Incident Management Training
The World Health Organization (WHO) is recruiting an international consultant to provide educational responsibility for the Mass Casualty Management (MCM) training program in Cameroon. The position is based at Yaoundé, within the WHO office in Cameroon.
Background
On 24 January 2024, the WHO Representative in Cameroon and the Country Director of KOICA signed a memorandum of understanding to support the Government of Cameroon in setting up a medical emergency management system. A set of activities covering governance and more operational aspects was defined, including training on the mass influx of victims.
In May 2024, the WHO, in collaboration with the Academy based in Lyon, facilitated the training of Cameroonian staff on the management of multiple-victim incidents at the training center of the WHO Academy (WHOA) in Lyon, France. Ten people from Cameroon, including eight from the Ministry of Health, were exposed to the basics of organizing, preparing and responding to a massive influx of victims.
The year 2026 provides for the deployment of a Training of Trainers strategy as well as the strengthening of health training with a technical platform on the organization and management of massive influxes of victims, in collaboration with the WHO Academy, on the model already tested by the Academy in other contexts (especially in Ukraine, Palestine and France), where the local multiplication of MCM expertise has allowed to go beyond organized sessions. This multiplier mechanism requires the mobilization of an educational manager responsible for designing, coordinating, evaluating and securing the entire training course of trainers, from the launch of the online course to the assessment of health training at 6 months after the face-to-face session in Cameroon, scheduled around mid-October 2026.
Purpose of the consultation
The general objective of this activity is to prepare the medical trainings in Cameroon for a better management of incidents with multiple victims, relying on a local and sustainable multiplication of MCM expertise, managed and evaluated from end to end. The consultant should have the experience and technical capacity to support the training of 70 health personnel on the management of multiple-victim incidents from 5 regions of Cameroon, 10 of which should be national trainers.
Duties
The consultant will train local trainers on the management of multiple-victim incidents using the WHO Academy (WHOA) approach, by articulating a mandatory online course and face-to-face training. As such, it will perform the following functions:
Strengthen the capacities of the management teams of some health trainings (category 1 to 4) on the approach to the management of multiple-victim incidents; support FOSA to develop their management plans (MCM plan) and to test them through table exercises and simulations; ensure the sustainability of the system by a structured follow-up of trainers and hospitals 3 and 6 months after the training; set up a monitoring and evaluation system (monitoring and evaluation).
Deliverable
Plans of the various health units.
Qualifications, experience and skills

Experience – Essential: more than 5 years as MCM programme coordinator or training engineering consultant for the WHO Academy, covering the entire end-to-end training cycle: needs analysis, curriculum design, hybrid training (mandatory e-learning, face-to-face training, large-scale simulation), debriefing and post-training follow-up. Direct and practical experience in the design, coordination and implementation of the WHO Academy’s flagship MCM programme internationally (Belgium, Ukraine, Palestine and Egypt). Demonstrated ability to evolve a centralized face-to-face training model (Lyon) towards sustainable trainer training mechanisms (ToT) adapted to resource-limited contexts. Established practice of monitoring and evaluation (M&E) of health training devices, combining pre- and post-test knowledge assessments, critical observational grids during simulations, structured debriefing (RETEX/AAR) and post-training follow-up at 3 and 6 months per hospital. Coordination of large-scale simulation exercises. Previous direct engagement with Cameroon.
Desirable: sustained technical collaboration with the emergency leadership of WHO Headquarters, having worked in direct tandem with Professor Lee Wallis, Head of the Emergency Unit, who ensured doctrinal validation and institutional legitimacy of each international deployment; operational interface experience between WHO Country Offices, Ministries of Health, Participating Hospitals, WHO Headquarters and donors, including multi-agency reporting, monitoring and reporting.
Skills and knowledge – Essential: proven ability to facilitate remote learning via videoconference and LMS platforms as well as face-to-face: content deployment management and learner analytics on the WHO Academy's e-learning platform, application of mandatory completion of e-learning before face-to-face sessions and weekly monitoring of progress; confirmed trainer competence of trainers: training of local trainers in scenario design, facilitation techniques and de-coordination
Desirable: platform and digital content management skills, as well as experience in organizing seminars, workshops, webinars and meetings; institutional and scientific communication skills, having produced press releases, briefing notes and advocacy materials for organizations including WHO.

- •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
- •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
- •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
- •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
- •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
- •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
