Background
On 24 January 2024, the WHO Representative in Cameroon and the Country Director of KOICA signed a memorandum of understanding to support the Government of Cameroon in setting up a medical emergency management system. A set of activities covering governance and more operational aspects was defined, including training on the mass influx of victims.
In May 2024, the WHO, in collaboration with the Academy based in Lyon, facilitated the training of Cameroonian staff on the management of multiple-victim incidents at the training center of the WHO Academy (WHOA) in Lyon, France. Ten people from Cameroon, including eight from the Ministry of Health, were exposed to the basics of organizing, preparing and responding to a massive influx of victims.
The year 2026 provides for the deployment of a Training of Trainers strategy as well as the strengthening of health training with a technical platform on the organization and management of massive influxes of victims, in collaboration with the WHO Academy, on the model already tested by the Academy in other contexts (especially in Ukraine, Palestine and France), where the local multiplication of MCM expertise has allowed to go beyond organized sessions. This multiplier mechanism requires the mobilization of an educational manager responsible for designing, coordinating, evaluating and securing the entire training course of trainers, from the launch of the online course to the assessment of health training at 6 months after the face-to-face session in Cameroon, scheduled around mid-October 2026.
Purpose of the consultancy
The overall objective of this activity is to co-facilitate the capacity building workshop for staff in health facilities in Cameroon to manage multiple-victim incidents according to the WHO Academy (WHOA) approach, with a focus on developing MCM plans through health training, and remote monitoring of participants from Cameroon.
Deliverable
Co-facilitate the in-person capacity building workshop for health training staff on multi-victim incident management – 15 November 2026.
Ensure the evaluation of new trainers and tabletop simulations (TTX) – 15 November 2026.
Support the development of multi-victim incident management plans by selected health facilities.
Remotely monitor the outcome of the multi-victim incident management process.
Candidate profile
The consultant must have the capacity to train and supervise 70 participants from 20 health trainings located in 5 different regions of Cameroon.
Qualifications, experience, skills and languages
Academic qualifications. Essential: Master in Public Health and Others. Desirable: Doctor of Medicine, Diploma in Disaster Medicine.
Experience. Essential: more than 5 years of frontline medical-surgical emergency management; real crisis command experience directly relevant to the response to multiple victims; ongoing supervision of the design and implementation of training for emergency medical and paramedical personnel; active member of the WHO Academy. Desirable: coordination of an interprofessional simulation curriculum covering anesthesia-resuscitation, intensive care, emergency medicine, obstetrics and pediatrics; published and peer-reviewed contribution to the multi-victim simulation methodology; extended national and international scientific visibility in emergency medicine.
Skills and knowledge. Essential: demonstrated ability to accompany and support host health facilities towards operational readiness; proven field operational readiness and easily mobilizable. Desirable: structured expertise in debriefing and evaluation; dedicated experience as a trainer of trainers; international scientific communication skills promoting coordination between countries.
Languages and level required (basic/intermediate/expert). Essential: expert knowledge of French; intermediate knowledge of English. Desirable: Expert level in any other United Nations language.
Duty station
On site: in Cameroon only (4 days) for the follow-up of the face-to-face workshop, and to facilitate the follow-up of the distance training (16 days). Off-site: teleworking from Displacement
The consultant must go to Yaoundé, in Cameroon, to facilitate a 4-day training. The consultant will come for 04 days in Cameroon for the face-to-face workshop.
Remuneration and budget
Salary: grade P4. Living expenses: not applicable. Expected contract duration: 16 days.
