Responsibilities

The OCHA-USA Project Finance Manager is based in Butembo and has the main responsibility to support the OCHA-USA project and is the focal point for all financial issues related to the specific project according to the portfolio assigned to it. It reports to the Project Coordinator and is called upon to work closely with the Deputy Financial Controller, Budget & Financial Reporting. Key responsibilities Financial management: Preparation of monthly financial statements in a timely manner (BVA), including to ensure that commitments are properly recorded; Present cash flow forecasts for spending plans and share results with the program coordinator at budget follow-up meetings (BRM); Review the OVA by ensuring that records and costs are accurate at appropriate budget items and, where appropriate, manually insert the entries in the Correction Log for correction purposes; Work closely with the program coordinator to ensure more accurate cash flow forecasts, including updating projections/expenditure plans; Work with the program coordinator for budget revisions deemed necessary; Visit field teams to provide technical assistance and review the overall internal control environment at least every three months using IRC's internal financial monitoring tools; Follow-up in collaboration with the program coordinator of overdue accounts receivable, i.e. more than 30 days for appropriate action; Ensure that the accounts of expenses recorded in advance are properly recorded and that disbursements are made in a timely manner; Analyze current and planned expenditure reports to ensure accuracy and appropriately report variances; Prepare financial reports on donor formats based on agreed frequency. Participate and make presentations in budget monitoring meetings (BRM) and report to the Finance Manager and Project Manager on the progress of these meetings. Compliance: Ensure that donor and IRC policies are followed with respect to disbursements and expense reports; Ensure that you are well equipped with all internal control procedures;

Education / Qualifications

Ensure that partner grants are in accordance with donor rules, and train these partners as needed. Audits: Ensure that all documents requested by external auditors are available and share them with IRC's internal auditor for review; Be available to assist IRC's internal auditor on issues relating to the documents provided; In collaboration with IRC's internal auditor, comment on the management letter and audit findings and work to resolve identified issues;

Candidate profile

Bachelor Degree in Accounting, Financial Management, Commerce or Finance;

Experience

Minimum 3 years of experience at a managerial level in the field of NGO finance or 5 years in the financial management of an international organization; Experience in the use of accounting software and MS Excel; Must speak clearly in French. Knowledge of Swahili and English is a considerable asset; Must be able to work under stress; Must be able to meet reporting deadlines; Must be engaged in staff capacity building and be a good communicator.
