WASH Technician

Role of the position The WASH Technician contributes to the implementation of activities related to drinking water, hygiene and sanitation in the World Vision intervention area in Diffa. Its role is to assess the needs of communities, participate in infrastructure design, supervise work and ensure the quality of works carried out. He/She also ensures the technical follow-up of the project activities, documents the results obtained, produces periodic reports and collaborates with the technical services, local authorities, partner NGOs and beneficiary communities. Particular attention must be paid to the sustainability of infrastructure, community participation and compliance with the protection requirements of the child and the beneficiary adult.

Responsibilities

• 1. Improving sustainable access to drinking water Participate in the identification of villages to benefit from project interventions. Assess the needs of communities for access to drinking water in order to contribute to the definition of intervention priorities. Participate in the development of tender documents (DAO) related to the construction of water and sanitation infrastructure. Review the terms of reference developed by technical services to contribute to their quality and compliance with project needs. Organize and coordinate scoping meetings related to construction work. Develop, update and manage the technical database of World Vision’s projects. Supervise the work and participate in the reception of hydraulic infrastructures in collaboration with the infrastructure manager Ni-WASH and technical partners, including DRHA, DDHA and town halls.
• 2. Improving access to hygiene and sanitation Conduct hygiene and sanitation needs assessments in targeted communities. Design civil works plans for institutions and communities, including mass plans, reinforcement plans and different technical views.

Other information

Contribute to the diversification of family latrine models used in programs. Ensure that the proposed technical solutions meet community needs and project objectives.

• 3. Monitoring and evaluation of implementation Ensure that activities are carried out in accordance with project or program documents. Ensure the monitoring of physical achievements and the control of the results of works built within the framework of the project. Coordinate with the local NGO the establishment, supervision and monitoring of community structures. Document the results and effects of interventions through stories of change or impact. Identify the difficulties encountered in implementation and ensure that they are addressed within the appropriate time frame. Propose improvements to strengthen the quality of the project, particularly in the areas of hydraulics, hygiene and sanitation.
• 4. Reporting Prepare and contribute to the production of monthly, quarterly and annual reports on activities carried out. Present progress, results achieved, difficulties encountered and necessary corrective measures.

Education / Qualifications

Ensure the quality, regularity and reliability of the information provided. Provide the 5W matrix monthly, in accordance with project monitoring requirements.

• 5. Partnership and coordination Represent the project or program in the area of intervention during coordination meetings, cluster meetings, WASH working groups and thematic meetings. Maintain and develop collaborative relationships with technical and institutional partners, including HRD/A, HRD, DRAP, DDEN and Town Halls. Encourage communities to participate in the management and preservation of works through appropriate awareness-raising and advocacy. Collaborate with NGO partners, technical services and local authorities to facilitate the implementation of activities. Carry out any other relevant tasks assigned by the programme or project coordinator. Job requirements Academic training Êhold a Baccalaureate level diploma+3, corresponding to a diploma of technician in public health, civil engineering, hydraulics, hydrogeology or in a field related to the duties of the position.

Experience

Have at least three (3) years of experience in building WASH infrastructure. Experience working in rural areas is also required. Technical knowledge Good knowledge of hydraulic structures and sanitation infrastructure. Ability to assess community needs for water, hygiene and sanitation. Ability to design and operate technical civil engineering plans. Ability to supervise infrastructure work and monitor the quality of works carried out. Ability to track activities and produce quality reports on time. Mastery of computer tools Proficiency in Word, Excel and PowerPoint is required. Knowledge of Google Drive is also mentioned in the notice. Mastering AUTO CAD, Archi CAD and EPANET software is one of the skills required. Knowledge of ArcGIS is an asset. Languages Proficiency in a local language is required. Knowledge of English is an asset.
