Background
The Food and Agriculture Organization of the United Nations (FAO) is deploying projects in Senegal under its Country Programming Framework (CPF) for the period 2025-2029. The five-year framework is based on innovative partnerships that integrate policies, programmes and investments, and structure collaborative relationships between FAO and the Government of Senegal. It is structured around national development priorities, the 2030 Agenda for Sustainable Development Goals (SDGs) and FAO’s Strategic Objectives, while aligning with the United Nations Partnership Framework for Development Assistance. The results achieved with FAO support involve close collaboration of national institutions (sectoral ministries, agencies, Producer Organizations, etc.) and development partners in the implementation of programmes and projects funded by the Organization (regular funds) as well as bilateral and multilateral partners.
As part of the implementation of its project portfolio, FAO intends to support the integrating programme of the Senegalese Reforestation Agency and the Great Green Wall (ASERGMV) through the project entitled "Scaling-Up Resilience in Africa's Great Green Wall" (SURAGGWA). This project is being implemented in Senegal and seven other countries along the Great Green Wall route, with funding from the Green Climate Fund (GCF). It aims to:
Develop successful land restoration practices to increase livelihoods resilience while sequestering carbon; develop climate-resilient and low-emission non-timber forest products (including forage) value chains, in order to support the livelihoods and food security of vulnerable communities; strengthen the Great Green Wall’s national and regional institutions to ensure sustainability of interventions; and build the capacity of regional institutions to scale up interventions;
Hierarchical position
The Institutional Development Specialist (SURAGGWA-Senegal) will work under the overall supervision of the FAO Representative in Senegal, under the direct supervision of the Assistant to the FAO Programme Representative and under the technical supervision of the National Project Coordinator. The holder will also work closely with the relevant partners of the Government of Senegal at the Ministry of Environment and Ecological Transition (METE), including the National Designated Authority (AND) of the Green Climate Fund and the Director General of the Senegalese Agency for Reforestation and the Great Green Wall (ASERGMV).
Responsibilities
Mapping and diagnostics of the organizational development of GMV stakeholders
The incumbent will update the mapping of organizations and institutions (local, national and regional) involved in the implementation of the Great Green Wall initiative in Senegal. It will ensure the identification and mobilization of the representatives and substitutes of the different categories of actors, with a view to structuring, animating and sustaining the functioning of the National Coalition of the Great Green Wall. He will conduct a diagnosis of the organizational development (OD) of community organizations and NGOs associated with the implementation of GMV, covering governance, mandates, technical and functional capacities, human and financial resources as well as overlapping competencies. It will identify areas of collaboration between these organizations and opportunities for synergy with the project, then develop and propose a support plan and institutional strengthening adapted to the needs identified at each scale (local, national, regional). It will also propose tools for monitoring and managing these organizations at each scale and ensure the follow-up and periodic updating of the support plan, in line with the evolving needs of the organizations supported.
Structuring and support of the National Coalition for the Great Green Wall
The specialist will accompany the process of setting up, structuring and operating the national coalition of the Great Green Wall in Senegal, as well as any other coordination initiative revolving around ASERGMV. It will support the establishment and facilitation of multi-stakeholder consultation frameworks (local committees, dialogue platforms, thematic working groups) and develop appropriate governance tools (agreement protocols, management charters, procedural manuals, coordination and accountability mechanisms). It will facilitate dialogue and synergy between public, private, local authorities, producer organisations and civil society involved in GMV. Finally, it will map major risks that could compromise sustainability (operational, institutional, etc.) and propose a mitigation plan.
