The position is based in Kigali, with applications due by March 6, 2024, and an anticipated start date of May 1, 2024, under a limited-term contract of 24 months. This role supports the “Digital Skills for Quality VET in Rwanda” project (RWA/027), which seeks to enhance Rwanda’s vocational education system by addressing gaps in digital learning infrastructure, teacher training, and data management. The project aligns with Luxembourg’s development strategy “Road to 2030,” focusing on poverty reduction, social services access, gender and youth inclusion, sustainable growth, and inclusive governance. Over a two-year period (2024–2025), the initiative will operate with a budget of 5,000,000. As a National Technical Assistant within the Project Coordination Office, you will assist the Chief Technical Advisor in executing activities tied to teacher competency development in blended learning. Key responsibilities include planning, executing, and monitoring support initiatives under project result 2, such as updating and digitizing curricula to meet blended learning standards and labor market demands, organizing knowledge-sharing events on ICT in education, and developing case studies. You will also ensure teachers are equipped to integrate digital tools into their lesson plans, collaborate with Rwanda VET Board (RTB) and school management, and identify synergies with other development partners’ digital learning initiatives. Candidates must hold a master’s degree in social sciences, education, educational technology, or a related field, along with at least 10 years of professional experience in educational technology, curriculum development, and capacity-building initiatives. Experience working with educational authorities and school leadership, as well as expertise in knowledge management, is required. Familiarity with blended learning models, digital educational tools, and the VET system in Rwanda is advantageous. Please note that this recruitment is contingent upon the signing of the Project’s Memorandum of Understanding.

Expert Application Advice
To stand out for this junior role at TVET Jobs, don't list duties—show how you meet 10 years of experience with a simple example from school or a past internship. Keep it short: one sentence on the action, one on the result. Employers spot readiness fast.
Positioning — Your cover letter must answer one question: why YOU for THIS specific role right NOW? Avoid generic templates — one sentence on what you specifically bring beats three generic paragraphs.
Efficiency and discretion — Quantify your added value: correspondence handled weekly, operational budget managed, events organized. Discretion is proven by your references — ensure they're reachable and positive.

- •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
- •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
- •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
- •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
- •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
- •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
