A two-year project based in Kigali, commencing on 01 May 2024 with a submission deadline of 06 March 2024, the “Digital Skills for Quality VET in Rwanda” initiative (RWA/027) seeks to enhance Rwanda’s vocational education system to better align with Labour-market demands and economic realities. Recognizing the shortcomings exposed by the COVID-19 pandemic—particularly in digital infrastructure, e-learning resources, and teacher competencies—this project will advance blended learning in Technical and Vocational Education and Training (VET) through targeted interventions in school infrastructure, teacher capacity-building, and the establishment of an Education Management Information System (EMIL). Aligned with Luxembourg’s “Road to 2030” strategy, the project contributes to poverty reduction, inclusive and sustainable growth, gender and youth integration, and evidence-based governance by fostering stakeholder engagement, digital literacy, and data-driven decision-making, with a total budget of 5,000,000 EUR allocated for 2024–2025. The National Technical Assistant will operate within the Project Coordination Office (PRO), providing direct support to the Chief Technical Advisor (CTA) in executing activities aligned with Result 2, which focuses on equipping Technical Secondary School (TSS) educators with blended-learning competencies. Key responsibilities include assisting in the planning, implementation, and monitoring of capacity-building initiatives; collaborating with the Rwanda VET Board (RTB) and selected schools to modernize and digitize curricula in accordance with industry standards; facilitating knowledge-sharing platforms such as seminars and case-study development on ICT integration; and ensuring teachers develop digitally enhanced lesson plans. The role requires close coordination with RTB focal points and TSS management, as well as proactive engagement with digital learning initiatives from other development partners to identify synergies. Applicants must hold a master’s degree in social sciences, education, educational technology, or a related discipline, supplemented by a minimum of 10 years of professional experience in educational technology deployment, curriculum reform, institutional and individual capacity development, and collaboration with educational authorities. Familiarity with knowledge management systems, blended learning frameworks, and digital teaching tools is advantageous, as is prior exposure to VET systems.
