The position is based in Kigali, with applications due by March 6, 2024, and a start date of May 1, 2024, under a limited contract for 24 months. This role is part of the “Digital Skills for Quality VET in Rwanda” project (RWA/027), which seeks to enhance Rwanda’s vocational education by aligning it with labor market demands and addressing gaps exposed by the COVID-19 pandemic, particularly in digital learning infrastructure and teacher training. The project targets three key areas: modernizing VET school infrastructure, strengthening teacher capacities, and improving the Education Management Information System (EMIL) and data collection. Aligned with Luxembourg’s “Road to 2030” strategy, the initiative aims to eliminate poverty, promote sustainable development, improve access to education, foster social and economic inclusion for women and youth through ICT-driven vocational training, enable data-driven growth, and enhance inclusive governance through stakeholder collaboration and evidence-based decision-making. The project, running from 2024 to 2025 with a 5,000,000 budget, falls under Result 2, focusing on developing teachers’ competencies in blended learning (BL) at Technical Secondary Schools (TSS). As the National Technical Assistant in the Project Coordination Office (PRO), you will assist the Chief Technical Advisor (CTA) in executing activities related to your expertise. Your responsibilities include contributing to the planning and implementation of activities under Result 2, such as supporting Rwanda VET Board (RTB) and selected schools in updating and digitalizing curricula to meet BL standards and industry requirements, organizing knowledge-sharing events and developing case studies on ICT in education, and ensuring teachers are equipped to integrate digital components into their lesson plans. You will also collaborate closely with RTB focal points and school management, monitor emerging digital learning initiatives by other development partners, and actively seek synergies between projects. Candidates should hold a master’s degree in social sciences, education, educational technology, or a related field, with at least a decade of professional experience in educational technology solutions, curriculum development, capacity building, and similar domains. Familiarity with educational authorities, school management, knowledge management systems, and blended learning models—along with experience in VET systems—is highly advantageous. Please note that this recruitment is contingent upon the signing of the project’s Memorandum of Understanding; no

  • •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
  • •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
  • •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
  • •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
  • •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
  • •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
