MAJOR RESPONSIBILITIES MEL System Design and Implementation (20%) Spearhead the creation, ongoing assessment, and execution of the FCI Tanzania Monitoring, Evaluation, and Learning (MEL) Plan, ensuring full alignment with both the global FCI MEL framework and Tanzania’s national health-sector monitoring mechanisms. - Tailor global FCI indicators and definitions to align with Tanzania’s specific context, maintaining comparability across all FCI countries and ensuring alignment with both government and donor indicator frameworks. Develop a cohesive Monitoring, Evaluation, and Learning (MEL) framework that spans the entire hub-and-spoke operational pathway, systematically linking community platforms, spoke sites, hub facilities, regional and council-level systems, and culminating in national-level reporting mechanisms. Establish definitive data roles, outline reporting obligations, identify source documents, set reporting intervals, and determine verification protocols for WVT, participating health facilities, community partners, and other consortium members. Integrate the Monitoring, Evaluation, and Learning (MEL) framework into country-level work planning, technical execution, budgeting processes, and partner agreements from the outset of program development. Collaborate with the Technical Director to develop metrics and evaluation frameworks for integrated service delivery, facility performance, hub-and-spoke functionality, workforce capacity, supportive supervision, service quality, community engagement, referral completion, continuity of care, and transition and sustainability. Develop analytical frameworks and reporting systems to evaluate performance across key dimensions, including geographic regions, facility locations, hub-and-spoke configurations, demographic factors (age, sex), population segments, and intervention types. Where applicable, integrate GIS and geospatial analysis to facilitate geographic prioritization, identify service gaps, map strategic partners, and visualize FCI coverage effectively. End Results A robust and cohesive FCI Tanzania MEL system is developed and sustained, ensuring alignment with the global FCI MEL framework, donor specifications, and Tanzania’s national health-information infrastructure. Through well-defined indicators, data pathways, tools, accountability measures, and reporting structures, the system facilitates accurate monitoring of outcomes across communities, service delivery points, regional centers, and national-level frameworks. Performance Management, Data Use and Adaptive Learning(20%)
- Develop and oversee a structured performance management system to consistently monitor progress against FCI results, indicators, targets, and milestones across communities, spokes, hubs, regions, partners, and priority population groups. Develop and sustain performance dashboards, scorecards, and analytical deliverables that empower the Chief of Party, Technical Director, Government officials, and implementing partners to promptly detect performance trends, identify gaps, geographic disparities, and implementation bottlenecks.
- Conduct regular performance review and data-use meetings with program leadership, technical teams, Government counterparts, and partners to identify gaps, translate them into actionable corrective measures, assign clear responsibilities, and establish realistic timelines for systematic follow-through.
Perform comprehensive, integrated evaluations of program, service-delivery, referral, quality, and contextual data to determine key influences on referral completion, continuity of care, service quality, frontline health-worker performance, and program outcome achievements. To cultivate a culture rooted in evidence-based adaptive management, ensure routine integration of program data, implementation insights, and stakeholder feedback—utilizing these inputs to refine work plans, prioritize geographic focus areas, enhance implementation strategies, and strengthen technical support in partnership with program leadership. To develop systems that effectively document, analyze and disseminate performance insights, ensuring that findings from both high- and low-performing sites, innovations and corrective measures drive ongoing quality enhancement, program adjustments, Government and partner knowledge-sharing, and the replication of successful strategies. FCI Tanzania relies on credible and up-to-date performance data to shape program decisions and drive ongoing enhancements. Early identification of performance gaps and operational challenges enables systematic tracking of corrective measures, while insights from implementation are promptly applied to refine program approaches—boosting service delivery, partner effectiveness, and the realization of FCI’s objectives. Data Quality, Analysis, and Reporting(15%) Experienced professionals are sought to oversee the comprehensive process of gathering, inputting, maintaining, refining, analyzing, and interpreting country-level data. This role also involves cleaning datasets to ensure accuracy, as well as compiling and presenting performance and contextual indicators through detailed reports. Convene periodic reviews of data quality, including routine data quality assessments (Ideas/Dias), validation procedures, and collaborative verification sessions, to uphold and enhance the accuracy and reliability of reported data. Prepare donor and government reports, such as periodic donor submissions (e.g., DATUM or the relevant GHSD reporting system), alongside narratives and interactive dashboards. Provide assistance in developing technical presentations, educational materials, and summary evidence for stakeholders at both the country and consortium levels.
Autres informations
- Ensure the Country Project Director and Technical Director receive accurate, up-to-date data, dashboards, and analytical insights to support program management and facilitate informed decision-making. Conduct systematic data analysis and interpretation to pinpoint implementation bottlenecks and guide adaptive management strategies. High-quality, comprehensive, and accurate program data are consistently accessible and utilized for effective program management and reporting. All donor, government, and internal reporting obligations are fulfilled punctually; data-quality concerns are swiftly detected and resolved; and dashboards and analyses deliver management with actionable insights on performance, gaps, and emerging trends. National Systems Alignment and Data Use(15%)
Collaborate to ensure that country-level Monitoring, Evaluation, and Learning (MEL) frameworks align with national Monitoring & Evaluation (M&E) standards and health information systems, including HIS/DHIS2 and disease-specific platforms, while facilitating the integration of faith-based, community, and private health providers into the national reporting framework where feasible. Collaborate with the Ministry of Health (MOH), including HIS/DHIS2 and other platforms, alongside Chas, FBS, and additional partners, to ensure the accurate integration of FCI reporting requirements within national and partner health information systems. Contribute technical expertise and MEL requirements to interoperability and electronic reporting initiatives, as appropriate, to facilitate the harmonization of FCI reporting with national health information systems. Collaborate closely with Regional and Council Health Management Teams (R/Chats), Ministry of Health (MOH) counterparts, and implementing partners to facilitate the timely collection, reporting, validation, and application of routine data via national systems, in full alignment with the FCI Consortium’s guiding principle of prioritizing HIS/DHIS2 over parallel systems. Support the tracking and monitoring of referrals and counter-referrals, as well as continuity-of-care metrics, within the Hub-and-Spoke service delivery model. Additionally, foster data utilization and ongoing quality improvement initiatives at the community, facility, and district levels. Support the transition initiative by enhancing national capabilities to effectively utilize and maintain health information systems, thereby enabling the integration of FCI monitoring and reporting into routine government operations throughout the duration of the program. FCI monitoring and reporting are being increasingly embedded within Tanzania’s national HIS/DHIS2 and disease-specific platforms, reducing the need for redundant reporting. Routine data is now widely utilized by government agencies, faith-based organizations, and community partners to track referral completion, ensure continuity of care, assess service quality, and evaluate program performance. These insights further support continuous quality improvement efforts and inform strategic decision-making. Capacity Building and Supervision(15%) Supervise and offer technical direction to the Monitoring, Evaluation, and Learning (MEL) personnel at FCI Tanzania, encompassing roles such as MEL Officers, Data Officers, Database/Information Systems Officers, as well as zonal and regional MEL staff, contingent upon the final program structure. Establish well-defined performance expectations for the MEL framework and deliver consistent coaching, mentoring, and opportunities for professional growth. Evaluate the MEL (Monitoring, Evaluation, and Learning) and data-management capabilities of consortium members, participating faith-based organizations, consortium participants, and local implementing partners.
- Create customized capacity-building strategies tailored to address each partner’s unique needs and identified gaps. Offer expert-level guidance and mentorship in defining indicators, utilizing data-collection tools, and navigating HIS/DHIS2 reporting systems, as well as fulfilling donor reporting obligations. Additionally, provide instruction in ensuring data quality, conducting thorough data analysis, creating effective visualizations, interpreting results, promoting data-driven decision-making, and maintaining strict adherence to data protection and confidentiality protocols. Enhance the ability of facility and community staff to leverage data effectively in making informed local decisions, shifting their perspective from viewing reporting as merely a compliance obligation. Develop the capabilities of hubs to effectively guide and assist spokes in enhancing data-quality and data-use processes when necessary. Enhance partner capabilities to conduct routine data-quality assessments and performance evaluations autonomously and consistently. Develop straightforward job aids, dashboards, and standardized operating procedures designed to be effectively maintained within government and faith-based organizational frameworks. FCI MEL staff, health facilities, Chas/FBS, consortium members, and local partners enhance their ability to independently collect, verify, analyze, report, and utilize high-quality data. Sustainable tools, streamlined procedures, dynamic dashboards, and robust data-quality practices are fully integrated into the operational frameworks of participating government and faith-based systems. Learning, Evaluation, and Research(15%) Contribute to organizational knowledge by documenting and disseminating country-level innovations, lessons learned, and emerging best practices to the Global MEL Team, thereby facilitating cross-country learning, adaptive management, and ongoing improvement efforts. We assist in designing and executing educational initiatives while, when necessary, participating in assessments, operational research, and targeted studies to address shifting project priorities and the requirements of the consortium, partners, and donors. Support adaptive management by integrating learning outcomes to program modifications and embedding these insights into annual and periodic work planning.

- •Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
- •Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
- •Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
- •Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
- •Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
- •A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
