The Mastercard Foundation, established in 2006 by Mastercard upon its public listing, operates as an independent entity with its own Board of Directors and CEO. Guided by its Young Africa Works strategy and Canadian Lev program, the Foundation collaborates with partners to create opportunities for millions of young people—particularly young women—to access quality education, financial services, and meaningful employment. To strengthen local engagement, the Foundation maintains offices in Rwanda, Kenya, Ghana, Senegal, Ethiopia, Nigeria, and Uganda, ensuring robust in-country support for program delivery. This is an exceptional opportunity to contribute to an ambitious initiative aimed at empowering 30 million young Africans with dignified work. The Head of Technical and Vocational Skills Development (TVSD) Initiatives will play a pivotal role in designing, managing, and scaling TVSD programs across the continent, reporting to the Director of Secondary Education. The ideal candidate will be based in one of the Foundation’s African offices and will work closely with cross-functional teams, including Secondary Education, Impact, and Country Program units, to drive strategic alignment and high-impact outcomes. Key responsibilities include leading the development and implementation of TVSD initiatives, setting portfolio objectives, and collaborating with the Impact Team to track progress. The role requires strong leadership in managing multi-country and virtual teams, overseeing Monitoring, Evaluation, Research, and Learning (MERL) functions, and fostering partnerships with governments, private sector actors, and education stakeholders. Additionally, the position involves thought leadership, stakeholder engagement, budget oversight, talent recruitment, and ensuring alignment with the Foundation’s values. Candidates should possess a master’s degree in education, economic development, or a related social sciences field, along with at least 12 years of professional experience, including five in a supervisory capacity. Demonstrated expertise in TVSD, secondary or higher education, and multi-country portfolio management is essential. The successful applicant will have a proven ability to engage with senior leaders in development organizations, governments, and private enterprises, along with exceptional communication, analytical, and cross-cultural collaboration skills. Proficiency in English is required, and French is highly desirable. The role demands a deep understanding of African skills’ development challenges, a willingness to travel, and a commitment to the Foundation’s values. Applications close on September 20, 2024. The Mastercard Foundation respects applicant privacy and may share personal information with recruitment partners in accordance with its Privacy Policy. Applicants are advised

Expert Application Advice

When tailoring your CV for TVET Jobs, don’t just list past roles. Dedicate one bullet under each job to show how you mastered les compétences demandées dans l'annonce — use a specific metric, brief project, or result. This proves you understand local challenges and can deliver measurable impact.

Positioning — Your cover letter must answer one question: why YOU for THIS specific role right NOW? Avoid generic templates — one sentence on what you specifically bring beats three generic paragraphs.

100-day vision — Recruiters for director roles expect you to arrive with a 100-day vision: diagnosis, priorities, quick wins. Prepare it before the interview and show you understand this organization's challenges.

  • Never pay any amount of money — for a file, a training, a uniform, or an interview. A real employer never asks the candidate to pay.
  • Never send a photo of your ID card, passport, or banking details before you have physically verified the employer exists.
  • Always meet in a public place, during the day — never an isolated address, a private home, or a location you cannot verify in advance.
  • Tell a relative or friend exactly where you are going, with whom, and at what time — and share your live location if possible.
  • Search the company name online before going: a real business has a trace (website, reviews, other employees, an official address).
  • A salary that is far above the market rate for the position and the city is a red flag — be extra cautious.
