This initiative, titled “Digital Skills for Quality Technical and Vocational Education and Training (VET) in Rwanda” (Project RWA/027), seeks to enhance Rwanda’s vocational education system to better align with labor market demands and economic realities. The COVID-19 pandemic exposed gaps in digital learning infrastructure and pedagogical skills among VET instructors, prompting this project to foster a modernized, blended learning approach in VET institutions. Key interventions include upgrading school infrastructure, strengthening teacher capacities, and improving the Education Management Information System (EMIL) and data collection mechanisms. The project’s objectives resonate with Luxembourg’s development strategy “Road to 2030,” which prioritizes poverty eradication, sustainable economic growth, and inclusive governance. Specifically, the initiative will enhance access to quality education, support the socio-economic integration of women and youth through ICT-aligned vocational training, promote data-driven innovation, and encourage participatory decision-making. Spanning 2024–2025 with a budget of 5,000,000, the project will be implemented over two years. As the Chief Technical Advisor (CTA), the incumbent will represent Lux Dev in project execution, upholding the agency’s mission of capacity building while ensuring adherence to its Quality Manual. The CTA will oversee financial commitments on behalf of the Luxembourg Government, including signing authority for the project’s bank account. Responsibilities include launching the project, negotiating and overseeing Operational Partnership Agreements (Opus), developing and validating multi-year action plans with steering committees, and coordinating progress reviews with technical and financial partners. Additional duties encompass managing procurement, human resources, audits, financial planning, expenditure tracking, and compliance with Lux Dev procedures. The role also involves monitoring Objectively Verifiable Indicators (OSI), maintaining reporting systems, facilitating knowledge management, and representing Lux Dev in stakeholder engagements. Candidates must hold a master’s degree in information technology, computer science, education technology, or a related field, alongside at least a decade of experience in project management—ideally within VET, capacity development, or digital literacy initiatives.
