The Program Officer will collaborate extensively with community organizations, governmental bodies, justice and protection stakeholders, humanitarian collaborators, and GRI personnel. This role will involve overseeing the Access to Justice Associate while serving as the principal point of responsibility for overseeing program execution, ensuring quality standards, and delivering measurable outcomes in Kiryandongo. This position calls for a self-reliant professional who demonstrates strong decision-making skills and operates effectively without constant supervision. The Officer will need to exercise initiative, make well-informed choices autonomously, and address challenges proactively. Oversee a comprehensive range of duties encompassing strategic planning, operational execution, and performance evaluation to ensure organizational objectives are met. Develop, implement, and monitor policies and procedures to enhance efficiency and compliance with industry standards. Additionally, compile a comprehensive demographic profile encompassing both refugees and host communities, as illustrated in the system map. Lead the development of the 2026 Access to Justice Needs Assessment methodology and design the complete collection of data collection tools. Coordinate and oversee comprehensive field data collection efforts involving diverse respondent groups, including refugees, host community members, GBV survivors, RWC leaders, police and judicial officers, legal aid providers, detention officials, and health and psychosocial practitioners. Implement robust ethical and safeguarding measures consistently during data collection, ensuring adherence to informed consent procedures, maintaining strict confidentiality, and employing survivor-centered, gender-based violence (GBV) data collection methodologies. Additionally, establish and follow referral protocols to address any protection risks identified in the field. Analyze assessment data, compile detailed findings into a comprehensive report, and engage communities and key stakeholders in validating the results. Utilize assessment data to shape and direct the Justice First pilot program, guaranteeing that interventions are precisely tailored to the insights uncovered by field research. Guide community legal education initiatives, encompassing the creation of informational resources in appropriate languages, delivery of training workshops, and execution of public awareness campaigns. Develop the skills and knowledge of Refugee Welfare Council leaders and key community stakeholders in legal literacy, available services, and safe referral practices. Document case-specific justice pathways, emphasizing the criminal defense processes. Key aspects of the role involve conducting thorough analysis of gender-based violence (GBV) reporting mechanisms and referral pathways, as well as identifying and addressing systemic barriers that impede effective response efforts. Develop and maintain accurate, current documentation of service mapping and referral pathways for justice, legal, medical, protection, and BV services. Facilitate timely and secure referrals for individuals in need of specialized legal, justice, or protection services, ensuring full adherence to GRI’s stringent confidentiality and safeguarding protocols. I will cultivate and sustain professional collaborations with key stakeholders, including OPM, Uganda Police, judicial officers, legal aid organizations, UNHCR, and other humanitarian and community entities operating within Kiryandongo. Monitor program execution and assess outcomes, track referral pathways, assist in donor reporting efforts, and proactively detect emerging needs or obstacles that may necessitate program modifications. Conduct thorough analyses to uncover evolving access-to-justice gaps, uncover key implementation obstacles, and extract critical lessons to drive program enhancements. Supervise and provide guidance to the Access to Justice Associate, as well as any short-term community mobilizers, interpreters, or volunteers engaged by the program. To maintain the integrity of program activities, it is essential to guarantee strict adherence to confidentiality, safeguarding protocols, survivor-centric methodologies, non-discrimination principles, and the core tenet of “do no harm.” Execute additional pertinent tasks essential to the successful execution of GRI’s Access to Justice Program. We seek candidates with a strong educational background in a relevant field and proven professional experience, ideally encompassing at least [X] years in a comparable role. Professional Rewriting: Demonstrates a strong grasp of Uganda’s criminal justice framework, the refugee legal system, and the landscape of legal aid and protection services within Ugandan refugee settlements. Proficiency in collaborating with refugee communities, marginalized groups, or within humanitarian/community development environments is strongly preferred. Experience in gender-based violence programs or comprehensive case management, coupled with a deep understanding of survivor-centered methodologies and ethical data collection protocols within GBV settings, is highly advantageous. Experienced professionals with a proven track record in collaborating with or navigating state justice institutions—such as law enforcement agencies, judicial officers, and other relevant authorities—while demonstrating a keen understanding of and respect for institutional protocols and sensitivities.
