Food for the Hungry (FH), une organisation internationale de secours et de développement basée sur la foi, lutte contre la pauvreté en Ouganda depuis 1989. FH recherche un Program Coordinator engagé et enthousiaste pour rejoindre son équipe dans l'un des programmes de zone suivants : Kitgum, Lamwo, Male, Keen, Amidst, Namutumba ou Adjutant.

Résumé du poste Le Program Coordinator supervisera le développement, l'exécution et le suivi des programmes et projets, tout en renforçant les capacités communautaires et en offrant un soutien technique. Il encadrera les Program Assistants, évaluera les programmes FH dans son programme de zone désigné et veillera à l'alignement avec la mission, le Heartbeat et les valeurs de FH. Le candidat doit posséder des compétences en leadership dynamique, une compréhension approfondie des principes de développement communautaire, en particulier en matière d'engagement des enfants, d'apprentissage productif, de création d'actifs, de santé physique et de bien-être mental, ainsi qu'un dévouement à soutenir les populations vulnérables.

Responsabilités

Diriger la planification stratégique et l'exécution de toutes les initiatives du programme, y compris les activités d'engagement des enfants (parrainage), de création d'actifs, d'apprentissage productif, de santé physique et de bien-être mental. Assurer le respect strict des plans de projet, des contraintes budgétaires et des spécifications des donateurs tout au long de la mise en œuvre du programme. Collaborer avec les Program Assistants pour garantir que les enfants inscrits et leurs familles bénéficient pleinement des programmes et initiatives sectoriels. Surveiller l'exécution du programme, détecter proactivement les obstacles et concevoir des solutions stratégiques pour garantir des résultats optimaux. Préparer et soumettre des rapports de programme précis et ponctuels à la direction et aux donateurs, en respectant les délais établis.

Élaborer et superviser les budgets des programmes, en veillant à ce que toutes les dépenses soient conformes aux politiques organisationnelles et aux réglementations des donateurs. Surveiller les performances financières et fournir des mises à jour périodiques au Area Program Manager. Assurer une documentation financière méticuleuse et une responsabilité pour toutes les activités du programme.

Collaborer avec le personnel du programme et fournir des conseils techniques experts pour faciliter une exécution fluide du programme. Établir et maintenir des partenariats solides avec les leaders communautaires, les responsables gouvernementaux locaux et d'autres parties prenantes clés pour garantir l'exécution et l'impact efficaces des programmes. Représenter FH dans les forums et réunions pertinents au niveau du district. Assurer une intégration transparente des activités du programme tout en favorisant une collaboration interfonctionnelle renforcée.

Assister l'équipe de suivi, évaluation, recherche et apprentissage (MERL) en développant et déployant des cadres de suivi et d'évaluation complets pour garantir l'efficacité et la responsabilité du programme. Effectuer régulièrement des évaluations sur site pour superviser les opérations du programme et collecter des données pertinentes. Superviser les initiatives de suivi, évaluation, réflexion et apprentissage (MERL) pour assurer un suivi systématique des progrès, des performances et de l'impact. Concevoir et mettre en œuvre des outils de collecte de données, mener des évaluations régulières et analyser les résultats pour en tirer des informations exploitables. La fonction MERL facilitera la prise de décision fondée sur des preuves grâce à des rapports transparents, des sessions d'apprentissage et des pratiques de gestion adaptative. Collaborer avec les parties prenantes pour aligner les stratégies MERL sur les objectifs organisationnels, garantissant une amélioration continue et une responsabilité dans la mise en œuvre du programme.

La capture, l'analyse et l'utilisation précises des données du programme sont essentielles pour éclairer la prise de décision et stimuler les efforts d'amélioration continue. Favoriser un environnement d'apprentissage continu et de responsabilité partagée au sein de l'équipe du programme. Préparer et soumettre des rapports mensuels au Program Manager détaillant l'avancement du programme et des projets de subvention, y compris les comparaisons par rapport aux activités planifiées et aux dépenses par rapport au budget approuvé, conformément au calendrier convenu. Semestriellement et annuellement, compiler des rapports complets détaillant l'avancement des activités du programme et des subventions, y compris des indicateurs clés tels que les réalisations en matière de livraison et de résultats, et les soumettre au Area Program dans les délais convenus.

Un diplôme de licence dans un domaine pertinent tel que les sciences sociales, l'agriculture, les études de développement, la santé publique ou une discipline étroitement liée est requis. Un diplôme de troisième cycle en planification et gestion de projets constituerait un atout supplémentaire.
