The Rwanda Ministry of Health, in collaboration with the Rwanda Biomedical Centre (RBC) through the Malaria and Other Parasitic Diseases Division (MOPED), aims to enhance the proficiency of healthcare workers in delivering high-quality malaria diagnosis and treatment services. To achieve this, updated training manuals must be developed in alignment with the Rwanda Malaria Strategic Plan (NSP) 2027–2030, national malaria treatment guidelines, and the Rwanda Multiple First-Line Therapy (MFT) strategy. These manuals will support ongoing professional development by encouraging self-directed learning, fostering structured knowledge and skills exchange, and ensuring consistent training standards across all levels of the health system. The primary goal is to design and standardize malaria training manuals that reflect current national policies and guidelines, thereby strengthening the knowledge, skills, and competencies of healthcare workers in providing effective malaria diagnosis and treatment services throughout the health system. Over a 45-working-day period, the consultant will undertake the following tasks: conduct a rapid desk review of national malaria policies and relevant program documentation while engaging key stakeholders, including the Ministry of Health, RBC/MOPED, and implementing partners; align training manual content with the Rwanda Malaria Strategic Plan 2027–2030 and Integrated Malaria Control Guidelines; incorporate the Multiple First-Line Therapy (MFT) strategy into all applicable training modules; develop facilitator guides and participant workbooks compatible with the national Learning Management System (LMS); and create competency-based assessment tools, such as pre-tests, post-tests, clinical skills checklists, and case studies. Additionally, the consultant will tailor training modules to different target groups, ensuring Kinyarwanda content for Community Health Workers (CHWs) and English and French versions for facility-level providers. Finally, the consultant will validate the training manuals through stakeholder consultations. The consultant will deliver a comprehensive, validated, and standardized malaria training package aligned with the Rwanda Malaria Strategic Plan (NSP) 2027–2030, Integrated Malaria Control Guidelines, and the Multiple First-Line Therapy (MFT) strategy.
