Human Resources Manager

Doctors with Africa CUAMM, an international NGO based in Italy and created in 1950, works to support developing countries in the establishment of sustainable and accessible health systems. Its mission is to reduce preventable deaths in development and emergency settings, and improve health outcomes among the most vulnerable groups. Present in Côte d’Ivoire since 2023, the organization develops health projects in collaboration with institutional partners and local actors. Abidjan and in other parts of the country.

As part of the AID13135/01/0 project, CUAMM is recruiting a Human Resources Officer for a twelve (12) month renewable fixed-term contract, based at Abidjan with possible travel to other regions. The proposed salary is 735,446 to 855,170 CFA francs (wage category F4: 4-8). The position is to be filled for only one candidate.

Main duties:

The Human Resources Officer will be responsible for:

• Provide administrative management of national human resources, including contract drafting, leave monitoring, staff assessments and the development of required legal and administrative documents;

• Participate in the planning, implementation and monitoring of HR policies in collaboration with the Head of Mission;

• Take care of administrative procedures for the arrival of international staff, such as preparation of documents for national authorities, residence permits, invitation letters and reception formalities;

• Support the recruitment processes of national staff (collaboration in the drafting of job notices, sorting of applications, organization of interviews), as well as the integration and onboarding of new employees;

• Monitor medical insurance procedures, including registration of new staff and support for reimbursements;

• Contribute to the updating of internal HR procedures, rules of procedure and salary schedules in connection with the national context;

• Ensure the filing, archiving and backup of HR records, in accordance with internal procedures and organizational requirements;

• Ensure proper management of social conflicts and collect data related to staff satisfaction.

NB: The list of responsibilities mentioned above is not exhaustive. Other tasks may be assigned by the supervisor according to the needs of the mission.

Candidate profile:

• Diploma of Bac level+2 to Bac+4 in Human Resources, Management, Administration or any other relevant field;

• At least 4 years of experience as an HR officer, including at least 1 year in a similar position with an international NGO;

• In-depth knowledge of HR practices, including drafting and implementing procedures, staff assessment, and applying salary grids;

• Good knowledge of the legal framework for human resources management in Côte d’Ivoire;

• Strong coordination, drafting, organization and administrative follow-up skills;

• Ability to work independently, manage multiple priorities and meet deadlines;

• A spirit of initiative, rigour, a sense of organization and good synthesis skills.

Required skills:

• Excellent interpersonal skills and ability to work in a team with various interlocutors;

• Mastery of computer tools (Word, Excel, Google Drive) and fluency in digital document management;

• Fluency in French, both orally and in writing;

• Proficiency in English and/or Italian, as well as Homer software, is an asset.
