Rukungiri District Local Government is actively seeking a qualified and dedicated individual to fill the position with District Water Officer. The successful candidate must possess a Bachelor’s degree in Civil Engineering or Water Resources Engineering, complemented by a minimum of five years of relevant professional experience. Proficiency in project management, technical expertise in water supply systems, and familiarity with government regulations and policies are essential. The Programs/Technical Team is seeking a professional to fill a role that reports directly to both the Head of Technical Team and Special Projects. Candidates must possess a minimum of six years of relevant experience. The position requires up to 60% travel, primarily within project districts in Rukungiri. The Project Manager – Land Titling will spearhead strategic and operational initiatives for Raising The Village’s newly launched land tenure and registration program, specifically targeting last-mile communities in Uganda. Serving in a senior capacity, this role will oversee the development, piloting, and rollout of a community-driven land registration framework aimed at enhancing land security, reinforcing household asset ownership, and broadening economic opportunity access. The Project Manager will be responsible for coordinating with stakeholders, conducting project analysis and design, overseeing technical implementation, engaging with government entities, and documenting learning outcomes. In collaboration with district authorities, customary leaders, Area Land Committees, District Land Boards, and national partners—including the Ministry of Lands, Housing and Urban Development (ML HUD)—the role will ensure alignment with Uganda’s land governance frameworks while developing a scalable, evidence-based model. This role demands seasoned expertise in program leadership, land governance, partnership development, stakeholder engagement, and systems innovation to drive a transformative project uniting geospatial mapping, data infrastructure, and inclusive community-driven methodologies. Oversee a comprehensive range of duties to ensure operational excellence, including leading strategic initiatives, managing cross-functional teams, and driving project execution. Collaborate with senior leadership to align business objectives with departmental goals, fostering a culture of accountability and continuous improvement. Develop and implement policies, procedures, and performance metrics to enhance efficiency and productivity across the organization.
